Appropriates $1.7 million for 2026-27 from the General Fund to the Office of State Budget and Management for a directed grant to Caswell County for the replacement of the Casville Volunteer fire Department's facility. Effective July 1, 2026.

H 1039 (2025-2026) CONST AMEND: NO BUDGET NO PAY. Filed Apr 22 2026, AN ACT TO AMEND THE CONSTITUTION OF NORTH CAROLINA TO DISALLOW THE COMPENSATION AND ALLOWANCES OF MEMBERS OF THE GENERAL ASSEMBLY FROM THE END OF THE FISCAL YEAR UNTIL A BUDGET IS RATIFIED.

Subject to approval by a majority of voters during the November 3, 2026, general election, amends Section 16 of Article II of the North Carolina Constitution as follows. Adds that if the NCGA does not ratify a budget of the anticipated revenue and proposed expenditures of the State for the ensuring fiscal period by June 30, then the members' compensation and allowances will be forfeited from July 1 until the earlier of the ratification of the budget or the commencement of the next regular session. If approved, the amendment is effective upon certification.

S 819 (2025-2026) AUTHORIZE FIRST BROAD RIVER STATE TRAIL. Filed Apr 22 2026, AN ACT TO AUTHORIZE THE FIRST BROAD RIVER STATE TRAIL.

Contains whereas clauses. 

Authorizes the Department of Natural and Cultural Resources (DNCR) to add the First Broad River Trail (River Trail) in Cleveland and Rutherford Counties between the River's head of navigation in Golden Valley in Rutherford County and the River's confluence with the Broad River in Cleveland County to the State Parks System as a State Trail. Instructs DNCR to support, promote, encourage, and facilitate the establishment of trail segments on State park lands and on lands of other federal, State, local, and private landowners. Specifies that for any portions of State trails that cross lands governed by other agencies or owners, those policies govern the use of the property. Exempts the River Trail from requirement that trail additions be accompanied by adequate appropriations for land acquisition, development, and operations. Authorizes the State to receive donations of appropriate land and to purchase other needed lands for the River Trail with existing funds in the four named Funds along with other available funding sources. 

Effective July 1, 2026, appropriates $25,000 to DNCR for 2026-27 for public education and system planning efforts related to the authorization of the River Trail.

S 820 (2025-2026) SAFE SCHOOLS AND EDUCATIONAL ACCESS ACT. Filed Apr 22 2026, AN ACT TO PROTECT ACCESS TO EDUCATION FOR ALL STUDENTS REGARDLESS OF NATIONAL ORIGIN OR IMMIGRATION STATUS, TO ESTABLISH EDUCATIONAL INSTITUTIONS AS PROTECTED LOCATIONS FOR IMMIGRATION ENFORCEMENT, AND TO INCREASE FUNDING FOR STUDENTS WITH LIMITED ENGLISH PROFICIENCY.

Contains whereas clauses.

Adds new GS 115C-378.5, protections for individuals based on immigration status in public school units, and new GS 116-40.15 protections for individuals based on immigration status in community colleges and constituent UNC institutions, which prohibit the schools from doing the following:

  • Denying a student admission, enrollment, or participation in an educational program based on the student's national origin or immigration status.
  • Requiring documentation of immigration status as condition of admission or enrollment.
  • Allowing immigration authorities [i.e., U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP)] to perform immigration enforcement actions on school grounds/campus unless required by judicial warrant, court order, or State or federal law.
  • Disclosing personally identifiable student information to immigration authorities unless required to by court order, judicial warrant, or State or federal law.

Authorizes the schools to establish protocols for responding to requests from immigration authorities while ensuring compliance with State and federal laws.

Adds new GS 115D-20.3, requiring community colleges to comply with new GS 116-40.15.

Adds new GS 115C-472.30, directing the State Board of Education (SBE) to allocate funds to local school administrative units, charter schools, regional schools, and laboratory schools operated under Article 29A of GS Chapter 116 to provide the described services and instructional supports for students with limited English proficiency, to the extent funds are available for this purpose. Provides parameters for an allocation formula. Directs that the funds should be used to supplement and not supplant current local expense funds. Appropriates $181 million from the General Fund to the Department of Public Instruction in recurring funds starting in 2026-27 for such services and instructional supports. Repeals Section 7.15 of SL 2003-284 (tying services and instructional supports for students with limited English proficiency to school enrollment). Effective July 1, 2026.

S 822 (2025-2026) EVERY SCHOOL HAS RESOURCES ACT. Filed Apr 22 2026, AN ACT TO ESTABLISH A GRANT PROGRAM TO ASSIST LOCAL SCHOOL ADMINISTRATIVE UNITS WITH CREATING A DEVELOPMENT DIRECTOR POSITION.

Contains whereas clauses.

Sets forth five definitions, including Development Director (a full- or part-time employee of an eligible unit whose primary duties include identifying, pursuing, and managing external funding opportunities for the eligible unit, as described), eligible unit (a local school administrative unit that does not currently employ a full-time staff member whose primary duties are grant writing and development, and satisfies at least one of three listed requirements: location in a county with a population less than 150,000, qualification for supplement funding, and has a percentage of students eligible for free or reduced-price meals under the National School Lunch Act at or above the statewide average for the prior school year).

Establishes the Every District Has Resources Grant Program (Program) to assist eligible units in establishing a Development Director position. Tasks the Department of Public Instruction (DPI) with administering the Program so long as funds are available to do so. Specifies that the Program begins in 2026-27 and concludes on June 30, 2029. Provides for a Program application. Specifies that grant awardees will receive an award for three consecutive grant years, subject to the annual performance and reporting requirements of this act and any other requirements set by DPI. In grant year one, funding is provided for up to 100% of the position, not to exceed $75,000 per unit. In grant year two, funding is provided for up to 50% of the position, not to exceed $37,500 per unit. Requires the awardee to provide matching fund equal to the remaining 50%. In grant year three, funding is provided for up 25% of the position not to exceed $18,750, with the awardee to match funds equal to 75% of the position or more. Limits use of award funds to the total position cost. Requires awardees to maintain the Development Director position throughout all three grant years. Provides for repayment of grant funds as described if an awardee eliminates the position during a grant year. Conditions an awardee’s continued award eligibility on four things: its timely submission of the annual performance report (as described), verification by DPI that the position was maintained for the full preceding grant year and that matching funds were contributed (if applicable), and a written finding by DPI that participation by the awardee remains consistent with the purposes of the act. Provides for audits. Requires DPI to provide an annual report by no later than October 1, for each year of the program on the specified eight matters to the specified NCGA committee. Requires DPI to make the report available on its website.

Appropriates $1 million from the General Fund to DPI for 2026-27 to establish and administer the Program. Clarifies that unencumbered Program funds at the end of each fiscal year during the Program do not revert to the General Fund but are instead transferred to the Needs-Based Public School Capital Fund.

Effective July 1, 2026, and applies beginning with the 2026-2027 school year.

Appropriates $5 million for 2026-27 from the Highway Fund to the Department of Transportation as title indicates.

S 824 (2025-2026) EDGECOMBE AND PITT COUNTY SCHOOL NURSES. Filed Apr 22 2026, AN ACT TO FUND A SCHOOL NURSE FOR EVERY PUBLIC SCHOOL IN EDGECOMBE AND PITT COUNTIES.

Appropriates $1,237,000 in recurring funds from the General Fund to the Department of Public Instruction beginning in the 2026-27 fiscal year to be allocated to Edgecombe County Public Schools to be used to provide at least one full-time, permanent school nurse in each public school in Edgecombe County.

Appropriates $1,678,000 in recurring funds from the General Fund to the Department of Public Instruction beginning in 2025-26 to be allocated to Pitt County Schools to be used to provide at least one full-time, permanent school nurse in each public school in Pitt County. 

Provides that these funds are to supplement and not supplant any funds from any source already provided for the same purposes.

Effective July 1, 2026.

S 825 (2025-2026) SCHOOL-BASED COMPLAINT/SROS. Filed Apr 22 2026, AN ACT TO DEFINE THE TERM "SCHOOL RESOURCE OFFICER" AND REQUIRE TRAINING FOR SCHOOL RESOURCE OFFICERS AND TO REQUIRE A SCHOOL ADMINISTRATOR OR SCHOOL SOCIAL WORKER TO SIGN A SCHOOL-BASED COMPLAINT INITIATED BY A SCHOOL RESOURCE OFFICER PRIOR TO BEING FILED IN JUVENILE COURT.

Defines “school resource officer” in new GS 115C-105.70 as a law enforcement officer assigned to public schools for at least 20 hours per week for more than 12 weeks per calendar year to assist with all of the listed activities, including school security and emergency preparedness. Requires resource officers to comply with the training requirements of the act within one year of being assigned to a school for those officers assigned after January 1, 2026, and mandates continuing education standards thereafter. Directs the North Carolina Criminal Justice Education and Training Standards Commission and the North Carolina Sheriffs' Education and Training Standards Commission to establish the required training for school resource officers, including mental health, students with disabilities, racial equity, and crisis intervention and de-escalation.

Amends GS 17C-6(a) to add establishing the initial training and continuing education requirements for school resource officers to the powers of the North Carolina Criminal Justice Education and Training Standards Commission. Amends GS 17E-4(a) to add the same for the North Carolina Sheriffs' Education and Training Standards Commission. Requires the two commissions to establish initial training requirements no later than January 15, 2027.

Allows school resource officers assigned before January 1, 2027, to complete the initial training no later than December 31, 2027.

Adds new GS 7B-1802A (School-based complaints), which requires a school-based juvenile delinquency complaint initiated by a school resource officer to be signed by a school administrator or school social worker prior to being referred or filed in court. Effective and applicable to school-based complaints initiated on or after January 1, 2027, by school resource officers.

Requires the Executive Director of the Center for Safer Schools (Center) to establish the School Resource Officer Critical Needs Grant Program (Program) to provide qualifying public school units with grants for costs incurred from any increase in salaries or pay due to implementing GS 115C-10.70. Gives preference to local school administrative units that (1) receive funds under part A of Title I of the Elementary and Secondary Education Act of 1965, (2) are in a rural area, and (3) serve K-8th grade. Appropriates $1 million in recurring funds beginning in 2026-27 from the General Fund to the Center to use for the program. Effective July 1, 2026.

S 826 (2025-2026) POSTING OF STATE COSTS. Filed Apr 22 2026, AN ACT TO REQUIRE THAT PAYMENTS MADE BY STATE ENTITIES BE MADE AVAILABLE FOR PUBLIC INSPECTION.

Adds GS 143B-28.2, which requires the University of North Carolina and each principal department under GS Chapters 143A and 143B to report monthly to the Department of Administration (Department) an itemized list of all expenditures with a cost of $1.00 or more for the purchase of tangible personal property, real property, and services; and to provide the total expenditures for the month. Requires the Department to publish the report on its website in an accessible form to the public within 10 days of receipt.

Amends GS 7A-343 by adding a duty to the Director of the Administrative Office of the Courts to require state courts to collate and report monthly to the Director an itemized list of all expenditures with a cost of $1.00 or more for the purchase of tangible personal property, real property, and services; and to provide the total expenditures for the month. Requires the Director to publish the report on its website in an accessible form to the public within 10 days of receipt.

Adds GS 120-32.05, which requires the Legislative Services Officer (LSO) to collate an itemized list of all expenditures of the General Assembly with a cost of $1.00 or more for the purchase of tangible personal property, real property, and services; and to provide the total expenditures for the month. Requires the LSO to publish the report on its website in an accessible form to the public within 10 days of creating the list.

Clarifies that nothing in these statutes makes public any confidential records or those records protected from disclosure by state or federal law.

Appropriates from the General Fund for 2026-27, $100,000 to the Department of Administration, $50,000 to the University of North Carolina, $50,000 to the Administrative Office of the Courts, and $50,000 to the General Assembly, to implement the act.

Effective July 1, 2026, and the publications required by this act apply on October 1, 2026, and must include expenditures beginning with the 2026-27 fiscal year.

S 827 (2025-2026) HATE CRIMES PREVENTION ACT. Filed Apr 22 2026, AN ACT TO INCREASE THE SCOPE AND PUNISHMENT OF HATE CRIMES; TO REQUIRE THE STATE BUREAU OF INVESTIGATION TO CREATE AND MAINTAIN A HATE CRIMES STATISTICS DATABASE; TO REQUIRE THE NORTH CAROLINA JUSTICE ACADEMY TO DEVELOP AND PROVIDE LAW ENFORCEMENT OFFICERS WITH TRAINING ON IDENTIFYING, RESPONDING TO, AND REPORTING HATE CRIMES; AND TO REQUIRE THE CONFERENCE OF DISTRICT ATTORNEYS OF NORTH CAROLINA TO DEVELOP AND PROVIDE TRAINING TO PROSECUTORS ON HOW TO PROSECUTE HATE CRIMES.

Part I.

Entitles this act “The Hate Crimes Prevention Act.”

Part II.

Amends GS 14-3 by expanding the categories under which a crime will be elevated to a higher level offense as a hate crime under subsection (c) to include crimes committed because of the actual or perceived race, ethnicity, color, religion, nationality, country of origin, gender, gender identity, gender expression, disability, or sexual orientation of the victim or a person or group associated with the victim (previously did not specify actual or perceived characteristics included and was limited to race, color, religion, nationality, or country of origin). Class 2 or Class 3 misdemeanors committed for these reasons will be elevated to a Class 1 misdemeanor. Class A1 or Class 1 misdemeanors committed for these reasons will be elevated to a Class H felony. Adds new subsection (d), permitting a person who is injured or whose property is damaged as a result of a hate crime as defined in subsection (c) or an immediate family member of that person to bring an action for appropriate relief, including actual damages, punitive damages, reasonable attorneys’ fees, and any other litigation costs reasonably incurred. Deems the burden of proof to be the same as in other civil actions for similar relief. Actual damages under this subsection include damages for emotional distress. Makes conforming changes to the statute's caption. Adds a new subsection (e), authorizing the ordering of a person convicted of or who has pleaded no contest to having engaged in conduct in violation of subsection (c) to participate in a restorative justice session with the victim at the victim's request, to be conducted as specified at the cost of the defendant.

Amends GS 14-401.14, changing the title to Intimidation by hate crime; teaching any technique to be used in the commission of a hate crime. Expands the categories covering hate crime identical to the above changes to GS 14-3. Adds new subsection (c), allowing for the person who is injured or whose property is damaged as a result of a hate crime or their immediate family member to seek civil damages, identical to the above changes to GS 14-3. Deems the burden of proof to be the same as in other civil actions for similar relief. Adds new subsection (d), authorizing ordering a person convicted of or who has pleaded no contest to having engaged in conduct in violation of subsection (a) to participate in a restorative justice session with the victim at the victim's request, to be conducted as specified at the cost of the defendant. Includes gender-neutral pronoun change.

Amends GS 15A-1340.16(d)(17), expanding the definition of an aggravating factor identical to the above definition of hate crime.

Amends GS Chapter 14, Article 8, adding new GS 14-34.11, titled Felonious assault as a hate crime. Creates the crime felonious assault as a hate crime, defined as assaulting and inflicting serious bodily injury or attempting an assault inflicting serious bodily injury because of, in whole or in part, the actual or perceived race, ethnicity, color, religion, nationality, country of origin, gender, gender identity, gender expression, disability, or sexual orientation of that person or a person or group associated with that person. Punishable as a Class F felony, elevated to a Class E felony if death results from the offense, or the offense includes the commission or attempted commission of kidnapping, first- or second-degree forcible rape, or first- or second-degree forcible sexual offense. Permits the person injured or whose property is damaged as a result of a hate crime or the person's immediate family to seek civil damages, identical to the above changes to GS 14-3. Deems the burden of proof to be the same as in other civil actions for similar relief. Authorizes ordering a person convicted of or who has pleaded no contest to having engaged in conduct in violation of subsection (b) to participate in a restorative justice session with the victim at the victim's request, to be conducted as specified at the cost of the defendant. Defines gender identity as actual or perceived gender-related characteristics.

This Part becomes effective December 1, 2026, and applies to offenses committed on or after that date. 

Part III.

Amends GS Chapter 143B, Article 13A, enacting new GS 143B-1209, titled Hate crime statistics. Directs the State Bureau of Investigation (SBI) to collect, analyze, and disseminate information regarding the commission of offenses punishable under GS 14-3(c), 14-401.14, or 14.34.11. This information must include the total number of offenses committed for each type, personal protected characteristics of the offender and victim from each offense, and the disposition of each offense. Requires all State and local law enforcement agencies to report monthly to the SBI on offenses committed in their jurisdictions that meet the criteria for a hate crime. Requires the SBI to report to the General Assembly on a yearly basis on the information gathered. The SBI must also publish this report on its website. Requires the SBI to share any information collected under this section upon request of any local law enforcement agency, unit of local government, or State agency. Effective January 1, 2027.

Directs the SBI to develop guidelines for the information on hate crimes required to be submitted by local law enforcement agencies. Requires the first reports by the SBI to the General Assembly to be submitted by February 15, 2027, and January 15, 2028, as specified.

Appropriates $1.89 million for the 2026-27 fiscal year from the General Fund to the SBI to cover any costs incurred in establishing the hate crime statistics database. Appropriates $530,000 in recurring funds for the 2026-27 fiscal year from the General Fund to the SBI to hire an additional employee to manage the database.  

Effective July 1, 2026.

Part IV.

Amends GS 17D-2 by expanding upon the North Carolina Justice Academy’s duties to also include developing and providing training to law enforcement officers on how to identify, respond to, and report a hate crime. Amends GS 17C-6 (pertaining to the North Carolina Criminal Justice Education and Training Standards Commission [Commission]) and GS 17E-4 (pertaining to the North Carolina Sheriffs' Education and Training Standards Commission [Sheriffs’ Commission]) by adding various duties related to education and training on how to identify, respond to, and report a hate crime. Effective July 1, 2026.

Part V.

Amends GS 7A-413 by requiring the Conference of District Attorneys to develop and provide training to prosecutors on how to prosecute hate crimes. Effective July 1, 2026.

Part VI.

Except as otherwise provided, this act is effective when it becomes law.

S 829 (2025-2026) DRIVERS LICENSE RECIPROCITY/TAIWAN. Filed Apr 22 2026, AN ACT TO CLARIFY THAT THE COMMISSIONER OF MOTOR VEHICLES OF NORTH CAROLINA MAY ENTER INTO MOTOR VEHICLE REGISTRATION AND LICENSING RECIPROCITY AGREEMENTS WITH FOREIGN NATIONS AND TO DIRECT THE COMMISSIONER OF MOTOR VEHICLES TO NEGOTIATE A MEMORANDUM OF UNDERSTANDING REGARDING THE EXCHANGE OF NONCOMMERCIAL DRIVERS LICENSES WITH TAIWAN.

Removes limitation in GS 20-4.4 (authority for reciprocity agreements) that drivers licenses reciprocity agreements be limited to intrastate or interstate operations with another jurisdiction.

Directs the Commissioner of Motor Vehicles (Commissioner) to evaluate whether the Division of Motor Vehicles (DMV) and the Republic of China (Taiwan) have established comparable knowledge, skill, and testing requirements for drivers license applicants prior to the drivers license being issued. If that is the case, then by no later than January 1, 2027, instructs the Commissioner to negotiate an MOU with the Ministry of Transportation and Communication of Taiwan related solely to the exchange of noncommercial drivers licenses. Directs the Commissioner to report on the status of the MOU to the specified NCGA committee by October 1, 2027.

Appropriates $5,000 from the Highway Fund to the Department of Transportation, DMV for 2026-27 for public awareness campaign pertaining to the reciprocity authorized by the act.

H 1037 (2025-2026) EVEN-YR ELECTIONS/4-YR MAYOR TERM/BELVILLE. Filed Apr 22 2026, AN ACT TO REQUIRE THAT MUNICIPAL ELECTIONS IN THE TOWN OF BELVILLE BE CONDUCTED IN EVEN-NUMBERED YEARS AND TO INCREASE THE MAYOR'S TERM FROM TWO TO FOUR YEARS.

Makes the following changes to Sections 4 and 5 of the Town Charter of Belville (SL 1977-84). Directs that regular municipal elections be conducted in even-numbered (was odd-numbered) years. Extends the mayor’s term from two to four years. Removes outdated language and makes technical and clarifying changes.

Specifies that regular municipal elections will not be held in Belville in 2027. Extends the terms of the mayor and commissioners whose terms are set to expire in 2027 and 2029 by one year. Restarts regular municipal elections in 2028, to take place biennially in even-numbered years. Instructs that the mayor will begin to be elected for four-year terms starting in 2028.

Effective when the act becomes law, and applies to elections held on or after that date.

H 1038 (2025-2026) AT-LARGE ELECTIONS/JACKSONVILLE CITY COUNCIL. Filed Apr 22 2026, AN ACT TO REQUIRE THAT ALL MEMBERS OF THE JACKSONVILLE CITY COUNCIL BE ELECTED AT-LARGE.

Makes the following changes to Section 2-8 of the City of Jacksonville's Charter (SL 1967-911), as amended. Replaces hybrid at-large/ward election of the mayor and city council members with at-large elections of these municipal officers. Removes outdated language and makes technical changes. Specifies that the at-large elections will begin with the regular municipal elections in 2027 and continue biennially thereafter. Retains the staggering of council member terms as when they were elected by ward. 

Applies to election held or after the act becomes law.

H 1040 (2025-2026) PITT-GREENVILLE AIRPORT AUTHORITY CHANGES. Filed Apr 22 2026, AN ACT AMENDING THE APPROPRIATIONS AUTHORITY OF THE PITT COUNTY-CITY OF GREENVILLE AIRPORT AUTHORITY AND UPDATING CROSS-REFERENCES.

Makes the following changes to SL 1967-571. Removes directive that Pitt County and the City of Greenville both pay half of the cost of operation and maintenance of the airport and landing field. Instead, now directs payments for those things to be made in proportions jointly determined by the governing body of the County and the governing body of the City. Removes limitation that other legally available funds used for those payments not be derived from the levy of ad valorem taxes unless approved by County and City voters.

Amends the scope of the plan that the Pitt County-City of Greenville Airport Authority (Authority) submits to the County and City by making clarifying changes. Specifies that any acquisition of additional land requires the approval of both governing bodies of the County and City after a public hearing that occurs at a regularly scheduled meeting. Removes directive that the municipalities each pay half of the costs for any approved plan. Instead, directs payments be made in proportions jointly determined by each municipality’s governing body. Removes limitation that the described bonds used for those payments not be derived from the levy of ad valorem taxes or bonds unless approved by County and City voters.

Specifies that bonds issued are issued pursuant to the Local Government Bond Act (Article 4 of GS Chapter 159).

Removes the regulations of the dissolved federal Civil Aeronautics Board as a body of law that the Authority is authorized to adopt rules that are in conformity thereof. Updates reference from “Federal Aviation Agency” to “Federal Aviation Administration.”

S 818 (2025-2026) EVEN-YR ELECTIONS/VOTING/PINK HILL. Filed Apr 22 2026, AN ACT RESTORING CERTAIN VOTING METHODS IN ELECTIONS IN THE TOWN OF PINK HILL AND REQUIRING THAT MUNICIPAL ELECTIONS IN THE TOWN OF PINK HILL BE HELD IN EVEN-NUMBERED YEARS.

Identical to H 1035, filed on 4/21/26.

Makes the following changes to Section 3 and Section 3.1of the Charter of the Town of Pink Hill (SL 1915-31, as amended). Directs that regular municipal elections will be held at the time of the general election in each even-numbered year (was, odd-numbered years). Specifies that the elections are conducted on a nonpartisan plurality basis and the result determined in line with GS 163-292. Specifies that the mayor is elected for a four-year term and that the three town commissioners are elected for four-year staggered terms. Removes outdated language. 

Instructs that no municipal elections will occur in Pink Hill in 2027. Extends the terms of the mayor and one commissioner expiring in 2027 by one year and the terms of the other two commissioners whose terms expire in 2029 by one year. Resumes elections in 2028, with the same staggering of terms as when elections were conducted in odd-numbered years. 

Applies to elections held after the act becomes law.

S 828 (2025-2026) RESTORE DOWN-ZONING AUTH/VARIOUS COUNTIES. Filed Apr 22 2026, AN ACT TO RESTORE THE AUTHORITY FOR HARNETT, LEE, AND SAMPSON COUNTIES TO INITIATE DOWN-ZONING.

Amends GS 160D-601(d), as amended by Section 3K.1 of SL 2024-57, as follows. Allows down-zoning amendments to be initiated by a local government without the written consent of all property owners whose property is the subject of the amendment. Removes prohibition on enacting such amendments without the written consent of the property owners whose property owners are subject to the amendment, but specifies that such amendments cannot be initiated or enforced without such written consent. Narrows the list of what is considered down-zoning under the statute by removing a zoning ordinance that affects an area of land by creating any type of nonconformity on land not in a residential zoning district, including a nonconforming use, nonconforming lot, nonconforming structure, nonconforming improvement, or nonconforming site element. Applicable only to Harnett, Lee, and Sampson counties. Effective when the act becomes law and applies retroactively to December 11, 2024. Directs that any adopted ordinance affected by Section 3K.1 of SL 2024-57 will be in effect as it was on or before December 11, 2024.
