AN ACT TO AMEND THE CONSTITUTION OF NORTH CAROLINA TO DISALLOW THE COMPENSATION AND ALLOWANCES OF MEMBERS OF THE GENERAL ASSEMBLY FROM THE END OF THE FISCAL YEAR UNTIL A BUDGET IS RATIFIED.

    Subject to approval by a majority of voters during the November 3, 2026, general election, amends Section 16 of Article II of the North Carolina Constitution as follows. Adds that if the NCGA does not ratify a budget of the anticipated revenue and proposed expenditures of the State for the ensuring fiscal period by June 30, then the members' compensation and allowances will be forfeited from July 1 until the earlier of the ratification of the budget or the commencement of the next regular session. If approved, the amendment is effective upon certification.
