Removes limitation in GS 20-4.4 (authority for reciprocity agreements) that drivers licenses reciprocity agreements be limited to intrastate or interstate operations with another jurisdiction.
Directs the Commissioner of Motor Vehicles (Commissioner) to evaluate whether the Division of Motor Vehicles (DMV) and the Republic of China (Taiwan) have established comparable knowledge, skill, and testing requirements for drivers license applicants prior to the drivers license being issued. If that is the case, then by no later than January 1, 2027, instructs the Commissioner to negotiate an MOU with the Ministry of Transportation and Communication of Taiwan related solely to the exchange of noncommercial drivers licenses. Directs the Commissioner to report on the status of the MOU to the specified NCGA committee by October 1, 2027.
Appropriates $5,000 from the Highway Fund to the Department of Transportation, DMV for 2026-27 for public awareness campaign pertaining to the reciprocity authorized by the act.
