Senate committee substitute makes the following changes to the 2nd edition:
Changes the long title.
Deletes all of the provisions of the previous edition in their entirety.
Provides that when the House of Representatives and the Senate adjourn on the date of the ratification of this resolution, they stand adjourned until November 17, 2014. Sets out the following as matters that can be considered during the session that convenes on November 17, 2014: bills related to the structure, operation, and funding of Medicaid; a joint resolution adjourning the 2013 Regular Session of the General Assembly sine die; and vetoed bills for the purpose of considering a veto override. Provides that the House of Representatives and the Senate will adjourn sine die on November 19, 2014.
Converts the bill into a House Joint Resolution.

AN ACT TO (1) MAINTAIN THE CONFIDENTIALITY OF ENVIRONMENTAL INVESTIGATIONS FOR AGRICULTURAL OPERATIONS AND DIRECT THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES TO ADOPT RULES FOR A FORMAL COMPLAINT PROCEDURE; (2) CLARIFY THE AUTHORITY OF LOCAL GOVERNMENTS TO ADOPT ORDINANCES RELATED TO FERTILIZER; (3) REWRITE THE LANDSCAPE CONTRACTOR LICENSING STATUTES; (4) STUDY THE STATE'S PARTICIPATION IN THE COMMERCIAL VEHICLE SAFETY ALLIANCE NORTH AMERICAN STANDARD INSPECTION PROGRAM; (5) CLARIFY THE MEANING OF THE TERMS "PLANTING AND HARVESTING SEASON" AND "PLANTING AND HARVESTING PERIOD" FOR PURPOSES OF APPLYING FEDERAL LAWS OR REGULATIONS RELATING TO HOURS OF SERVICE RULES FOR CERTAIN DRIVERS TRANSPORTING AGRICULTURAL PRODUCTS; (6) AMEND THE CHAIRMANSHIP OF THE AGRICULTURE AND FORESTRY AWARENESS STUDY COMMISSION; (7) ALLOW THE COMMISSIONER OF AGRICULTURE TO APPOINT LAW ENFORCEMENT OFFICERS TO CARRY OUT THE LAW ENFORCEMENT RESPONSIBILITIES OF THE DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES; (8) AMEND THE HORSE INDUSTRY PROMOTION ACT; (9) ALLOW THE USE OF PESTICIDES TO CONTROL MOLES; (10) CLASSIFY TRESPASSING ON AN AGRICULTURAL FACILITY AS A FIRST DEGREE TRESPASS; (11) REQUIRE WRITTEN CONSENT TO OPERATE AN ALL-TERRAIN VEHICLE ON PROPERTY OWNED BY ANOTHER; (12) ALLOW DRAINAGE DISTRICTS TO MAINTAIN DITCHES IN BUFFER ZONES; (13) CLARIFY PERIODIC INSPECTIONS AUTHORITY OF THE NORTH CAROLINA HOUSING FINANCE AGENCY; (14) PERMIT SECURITY GRILLES AT ALL EXITS OF A BUILDING SUBJECT TO CERTAIN CONDITIONS; (15) DESIGNATE THE "GOT TO BE NC" MARKETING CAMPAIGN AS THE OFFICIAL AGRICULTURAL MARKETING CAMPAIGN FOR THE STATE; (16) ALLOW CERTIFICATION OF PRIVATE PESTICIDE APPLICATORS; AND (17) EXEMPT STATE FAIR ADMISSION FEES FROM RULE MAKING. Senate committee substitute deletes all provisions of the 2nd edition, which specified initiatives and studies to be undertaken by the Joint Legislative Education Oversight Committee and the Department of Public Instruction, as well as reporting schedules for those studies, and replaces them as indicated.
Authorizes local school administrative units (LEAs) to convert positions allocated for classroom teachers to their dollar equivalents and transfer those funds into the allotment for hiring teacher assistants,regardless of the provisions of GS 115C-105.25(b)(5b). Provides that the sum of the amount initially allotted for teacher assistants for the 2014-15 fiscal year and the amount transferred under this provision may not exceed the amount spent from an LEA's teacher assistant allotment in the 2013-14 fiscal year by more than 2 percent. Also, permits LEAs to convert additional classroom teacher positions to dollar equivalents and transfer the funds into the teacher assistant allotment in accordance with GS 115C-105.25(b)(5b). Applies only to the 2014-15 fiscal year. Becomes effective July 1, 2014.
Amends GS 115C-429(b), as amended by House Bill 1224, to clarify that if House Bill 1224 becomes law, then allocations made by the board of county commissioners derived from the quarter-cent local option sales tax levied under Article 43A of GS Chapter 105 may be used in an amount directed by the board of county commissioners for salaries of classroom teachers and teacher assistants and supplements of classroom teacher salaries. Amends GS 115C-433(b),as amended by House Bill 1224, to provide that if House Bill 1224, 2013 Regular Session, becomes law, and a board of county commissioners allocates part or all of its appropriations under GS 115C-429(b), as amended, then a local board of education must obtain approval from the board of county commissioners in order to amend the budget to decrease the amount of funds allocated for salaries of classroom teachers, teacher assistants, and classroom teacher salary supplements derived from thefrom the quarter-cent local option sales tax levied under Article 43A of GS Chapter 105.
Provides that this act becomes effective only if House Bill 1224, 2013 Regular Session, becomes law. Except as otherwise provided, this act is effective when it becomes law.

Senate committee substitute to the 1st edition deletes all provisions of the previous edition and replaces it with: A JOINT RESOLUTION PROVIDING FOR ADJOURNING THE 2013 REGULAR SESSION OF THE GENERAL ASSEMBLY TO A DATE CERTAIN AND LIMITING THE MATTERS THAT MAY BE CONSIDERED UPON RECONVENING AND PROVIDING FOR ADJOURNMENT SINE DIE OF THE 2013 REGULAR SESSION OF THE GENERAL ASSEMBLY.
Provides that when the House and Senate adjourn on the date that the resolution is ratified, they are adjourned to reconvene on November 17, 2014, at 7:00 pm. Limits the matters that may be considered during the session that reconvenes on November 17 to the following: (1) bills related to Medicaid structure, operation, and funding; (2) bills related to claims or orders in litigation to which the state, its instrumentalities, or its officers are parties; (3) matters in conference where conferees have been appointed by both chambers on or before August 15, 2014; (4) confirmations under GS 7A-45.1(a10) ((a10) requires upon the retirement, resignation, removal from office, death, or expiration of the term of any special superior court judge on or after September 1, 2014, each judgeship to be filled for a five-year term; judgeship nominee is recommended by the Governor and confirmed by the General Assembly); (5) vetoed bills for the purpose of considering veto overrides; and (6) a joint resolution adjourning the 2013 session sine die and any amendments to the resolution.
Provides that when the House and Senate adjourn on November 19, 2014, they stand adjourned sine die.
