House committee substitute deletes the contents of the 4th edition and replaces it with the following:
Changes the short and long title.
Deletes all of the provisions of the previous edition in their entirety.
Amends GS 143B-431A(h) concerning applicable laws for nonprofit corporations that contract with the Department of Commerce, providing that all officers, members of the board, and employees of the corporation whose annual compensation is less than $80,000 are not subject to (was, compensation equal to or greater than $60,000 are subject to) GS 138A-22, regarding statements of economic interest.
Effective July 1, 2014.

Senate committee substitute to the 2nd edition makes the following changes. Amends proposed GS 115C-450(b) to prohibit assessing indirect costs to a child nutrition program unless the program has a minimum of one month's operating balance (was, unless the program's food services account balance is greater than average month's cost of operation for the program). Specifies that one month's operating balance is to be derived from net cash resources divided by one month's operating costs. Defines net cash resources. Makes further conforming changes.
Requires the North Carolina Procurement Alliance to promote optional pricing for child nutrition program foods and supplies. Deletes the appropriation that was to provide administrative support for the Alliance to promote optional pricing for child nutrition program foods and supplies. Makes conforming changes.
Amends the act's long title.

Amends GS 115C-450 as the title indicates. Defines indirect costs as the term is defined in the United States Office of Budget and Management Circular A-87, as revised, and uses the term cost of operation as defined in GS 115C-264(c).
Appropriates $80,000 in recurring funds for 2013-14 from the General Fund to the Department of Public Instruction, Division of School Support, Child Nutritional Services Section, for purposes as the title indicates. Requires the Department of Public Instruction (DPI) to make annual reports to the Joint Legislative Education Oversight Committee beginning on October 1, 2014, and each subsequent year that DPI receives this appropriation. Effective July 1, 2013.
