Senate committee substitute to the 1st edition deletes all provisions of the previous edition and replaces it with: A JOINT RESOLUTION PROVIDING FOR ADJOURNING THE 2013 REGULAR SESSION OF THE GENERAL ASSEMBLY TO A DATE CERTAIN AND LIMITING THE MATTERS THAT MAY BE CONSIDERED UPON RECONVENING AND PROVIDING FOR ADJOURNMENT SINE DIE OF THE 2013 REGULAR SESSION OF THE GENERAL ASSEMBLY.
Provides that when the House and Senate adjourn on the date that the resolution is ratified, they are adjourned to reconvene on November 17, 2014, at 7:00 pm. Limits the matters that may be considered during the session that reconvenes on November 17 to the following: (1) bills related to Medicaid structure, operation, and funding; (2) bills related to claims or orders in litigation to which the state, its instrumentalities, or its officers are parties; (3) matters in conference where conferees have been appointed by both chambers on or before August 15, 2014; (4) confirmations under GS 7A-45.1(a10) ((a10) requires upon the retirement, resignation, removal from office, death, or expiration of the term of any special superior court judge on or after September 1, 2014, each judgeship to be filled for a five-year term; judgeship nominee is recommended by the Governor and confirmed by the General Assembly); (5) vetoed bills for the purpose of considering veto overrides; and (6) a joint resolution adjourning the 2013 session sine die and any amendments to the resolution.
Provides that when the House and Senate adjourn on November 19, 2014, they stand adjourned sine die.
