Senate committee substitute makes the following changes to 2nd edition. Adds general proclamation that victims of crimes are to be treated with dignity and respect by the criminal justice system. Clarifies that a victim must request to be present at the court proceedings of the accused. Qualifies the right of a victim to be heard in the accused's court proceedings by requiring that the victim may only be reasonably heard. Qualifies the victim's right to restitution from the accused by requiring the restitution to be provided in a reasonably timely manner, and when ordered by the court. Qualifies the victim's right to information about the final disposition of the accused's case by requiring that the victim request this information. Qualifies right to confer with the prosecution by requiring that the conferring be reasonable. Deletes victim's right to be reasonably protected from the defendant. Deletes victim's right to proceedings free from unreasonable delay and a prompt conclusion to the accused's case. Delete's victims right to be treated with fairness and respect for their dignity and privacy. Deletes provision that this section does not affect the State's discovery obligations. Deletes provision that prohibits this section from being construed to authorize a collateral civil cause of action.
Defines victim as a person that a crime or act of delinquency was committed against or involving their person, or when a crime or act of delinquency is equivalent to a felony property crime. Deletes prior definition of victim.
Clarifies that the General Assembly will provide, by general law, the procedure for a victim or victim's representative to assert the rights provided by this section.
Adds provision that nothing in this section may be construed to provide for any cause of action against any government employees or agents. Adds provision that nothing in this section may be construed to create a right of action for a victim to appeal any decision made in the accused's proceedings, or challenge any adjudication, or participate in any proceeding as a party, or gain access to confidential juvenile records. Adds provision that nothing in this section may be construed to restrict the power of the district attorney or the inherent authority of the court.

House committee substitute makes the following changes to the 1st edition. Deletes all provisions of the previous edition and replaces it with the following.
Subject to approval by voters at the statewide general election in November of 2018, makes the following changes to Article VI of the North Carolina Constitution.
Enacts new Section 11 establishing the Bipartisan State Board of Ethic and Elections Enforcement (Board) to administer ethics and election laws. Places the Board within the Executive Branch for administrative purposes only. The Board consists of eight members, serving four-year terms, with no more than four members registered with the same political affiliation. Requires appointments to be made as follows: (1) four members appointed by the General Assembly, upon the recommendation of the President Pro Tempore of the Senate, from nominees submitted by the majority leader and minority leader of the Senate, as prescribed by general law; prohibits the President Pro Tempore from recommending more than two nominees from each leader and (2) four members appointed by the General Assembly, upon the recommendation of the Speaker of the House of Representatives, from nominees submitted by the majority leader and minority leader of the House, as prescribed by general law; prohibits the Speaker from recommending more than two nominees from each leader.
Amends Section 6 of Article I by adding that the legislative powers of the State government controls the powers, duties, responsibilities, appointments, and terms of office of any board or commission prescribed by general law. Requires the executive powers of State government to be used to faithfully execute the general laws prescribing the board or commission.
Amends Section 20 of Article II by adding a prohibition on the General Assembly enacting a law that appoints a member of the General assembly to any board or commission that exercises executive or judicial powers.
Amends Section 5 of Article III by adding that the Governor must, when faithfully executing any general laws enacted by the General Assembly controlling the powers, duties, responsibilities, appointments, and terms of office of any board or commission, implement the general law as enacted and the legislative delegation provided for in Section 6 of Article I controls. Further amends the Section by adding that the legislative delegation provided for in Section 6 of Article I controls any executive, legislative, or judicial appointment and must be faithfully executed as enacted.
If approved by the qualified voters, Sections 2 (amending Section 6 of Article I), 3 (amending Section 20 of Article II) and 4 (amending Section 5 of Article III) become effective upon certification. Section 1, adding new Section 11 to Article VI, becomes effective March 1, 2019.

Senate committee substitute makes the following changes to the 1st edition.
Amends proposed Section 23 of Article IV as follows. Requires that nominations for appointees to fill vacancies in the office of Justice or Judge of the General Court of Justice be received from the people of the state by a nonpartisan commission established under this section (previously specified that the Nonpartisan Judicial Merit Commission was to receive nominations). Specifies that the General Assembly is to recommend to the Governor, for each vacancy, at least two of the nominees deemed qualified by the nonpartisan commission. Provides that the Governor is to appoint the nominee that the Governor deems best qualified to serve (previously did not specify who was to decide which nominee was best qualified) from the nominees recommended by the General Assembly. Requires, instead of allows, the General Assembly to provide for the establishment of local merit commissions for nominating judges to the Superior and District courts. Adds that appointments to local merit commissions must be allocated between the Chief Justice of the Supreme Court, the Governor, and the General Assembly, with none of the three allocated a majority of the appointments to a local commission. Makes clarifying changes.
Makes additional technical and clarifying changes to the proposed changes to Section 19 of Article IV and to the ballot language.

The Daily Bulletin: 2018-06-25
Senate amendment makes the following changes to 1st edition. Amends title as indicated.
Amends SL 1931-121, the Charter of the City of Asheville, Section 6, requiring elections for mayor and councilmembers to be held on a nonpartisan basis at the time of the primary election in 2020 and biennially thereafter, according to the provisions of GS Chapter 163A, Subchapter III. Requires that there be no reference to the party affiliation. Directs the county board of elections under the direction of the Bipartisan State Board of Elections and Ethics Enforcement to make the necessary provisions for these elections. Sets the term of the mayor and councilmembers to begin at the first regular meeting of the city council in December of even-numbered years. Requires the terms of the six councilmembers to be staggered, such that in the election of 2020, the councilmembers from District 1, District 2, and the City at-large will serve four-year terms. The other three terms will begin in the election of 2022. Sets all terms of office for councilmembers to run for four years beginning in the 2020 election. Sets a five-year term of the mayor elected in 2017, and four-year terms starting with the 2022 election. Requires that no regular election be conducted in the City of Asheville in 2019. Extends the terms of the councilmembers elected in 2015 to 2020. Extends the terms of the mayor and councilmembers elected in 2017 to 2022.
