House amendment makes the following changes to the 2nd edition. Amends SL 1931-121, the Charter of the City of Asheville, Section 6, requiring the elections for mayor and council members to be held on a nonpartisan basis in even-numbered years on the Tuesday after the first Monday in November, beginning in 2020 and biennially thereafter. Previously elections were held at the time of the primary election in 2020 and biennially thereafter. Requires that the results of these elections are to be determined using the nonpartisan plurality method in accordance with GS 163A-1616. Makes conforming change by deleting other references to primary elections.

Senate amendment makes the following changes to 1st edition. Amends title as indicated.
Amends SL 1931-121, the Charter of the City of Asheville, Section 6, requiring elections for mayor and councilmembers to be held on a nonpartisan basis at the time of the primary election in 2020 and biennially thereafter, according to the provisions of GS Chapter 163A, Subchapter III. Requires that there be no reference to the party affiliation. Directs the county board of elections under the direction of the Bipartisan State Board of Elections and Ethics Enforcement to make the necessary provisions for these elections. Sets the term of the mayor and councilmembers to begin at the first regular meeting of the city council in December of even-numbered years. Requires the terms of the six councilmembers to be staggered, such that in the election of 2020, the councilmembers from District 1, District 2, and the City at-large will serve four-year terms. The other three terms will begin in the election of 2022. Sets all terms of office for councilmembers to run for four years beginning in the 2020 election. Sets a five-year term of the mayor elected in 2017, and four-year terms starting with the 2022 election. Requires that no regular election be conducted in the City of Asheville in 2019. Extends the terms of the councilmembers elected in 2015 to 2020. Extends the terms of the mayor and councilmembers elected in 2017 to 2022.

Amends SL 1931-121, Section 6, the Charter of the City of Asheville, as follows. Requires staggered terms of the city council members to begin following the 2019 election, with those three persons elected to council from District 1, District 2, and from the City at-large to serve four year terms to expire in 2023, and the other three persons elected to council from District 3, District 4, and District 5 to serve two year terms to expire in 2021. Requires one council member to be nominated and elected from the City at-large. Five council members must reside in and be elected from five separate districts, as created in the act. Provides that if any voting tabulation district boundary is changed, that change must not change the boundary of a district. Sets out the boundaries of the five districts. Specifies that the mayor must be nominated and elected from the City at-large.
Repeals SL 1969-165 which required all members of the city council to be elected for terms of two years.
Specifies that nothing in this act affects the authority of the City of Asheville to annex any property; annexed property must be assigned in accordance with Section 6(c) of the Charter of the City of Asheville.
