PUBLIC/SENATE BILLS
S 105 (2021-2022) 2021 APPROPRIATIONS ACT. Filed Feb 17 2021, AN ACT TO MAKE BASE BUDGET APPROPRIATIONS FOR CURRENT OPERATIONS OF STATE AGENCIES, DEPARTMENTS, AND INSTITUTIONS AND FOR OTHER PURPOSES.

House amendments make the following changes to the 5th edition, as amended. 

Part II. Current Operations and Expansion/General Fund

Section 2.2

Amendment #21 deletes repetitive adjustments in the General Fund availability schedule set forth in Section 2.2(a) concerning unappropriated balances, tax revenue, non-tax revenue, and reserves.

Part III. Highway Fund and Highway Trust Fund

Amendment #21 increases the appropriation from the State Highway Fund to the Department of Transportation's Division of Highways for construction for 2021-22 from $187,973,078 to $189,973,078.

Part V. General Provisions

Section 5.8

Amendment #18 deletes Section 5.8, which prohibited, during the 2021-23 fiscal biennium, UNC constituent institutions from charging State agencies for overhead costs.

Part XXVI. Elections

Section 26.2

Amendment #21 deletes the content of Section 26.2, which amends GS 163-182.12A to require the State Board of Elections to produce a report after conducting a post-election audit for a general election and submit the report to the specified NCGA committees within 10 business days of audit completion following a general election.

Part XL. Capital

Section 40.1

Amendment #17 redirects the grant allocated from the State Capital Infrastructure Fund for the NC WWI Memorial to instead be allocated to the Department of Natural and Cultural Resources for a WWI veterans memorial by the NC National Guard Museum Foundation.

Amendment #19 reduces the grant amount allocated to Piedmont Rescue Mission from the State Capital and Infrastructure Fund by $20,000 in nonrecurring funds for 2021-22. Adds a new provision to allocate $20,000 of the funds appropriated to the State Capital and Infrastructure Fund in nonrecurring funds for the 2021-22 fiscal year to be provided as a grant to Sustainable Alamance for equipment. Makes conforming changes.

S 421 (2021-2022) CC/IN-STATE TUITION & BOARD ELECTIONS. (NEW) Filed Mar 31 2021, AN ACT TO AUTHORIZE COMMUNITY COLLEGES TO DETERMINE ELIGIBILITY FOR IN-STATE TUITION FOR RECENT HIGH SCHOOL GRADUATES MEETING CERTAIN CRITERIA AND TO CLARIFY THE STATE BOARD OF COMMUNITY COLLEGES ELECTION PROCESS.

House committee substitute to the 1st edition adds the following content. 

Amends GS 115D-2.2, as enacted by SL 2021-90, which provides for the legislative selection of State Board of Community College (State Board) members. Modifies the language to provide for the election rather than the selection of State Board members. Makes conforming changes to the act's titles.
