Senate amendment #4 amends the 3rd edition, as amended, as follows.
Further amends Section 27.11 of SL 2023-134, concerning the State Bar Review Committee (Committee), as follows. Amends the President of the State Bar's membership on the Committee so that it includes the President or his designee, no longer requiring it be the President serving when the Section became law and no longer requires serving until the Committee terminates. Allows the Committee to review, in addition to their described duties, any other aspect or area of the North Carolina State Bar that is concerning, needing improvement, or necessary in fulfilling the Commission's duties.

House amendments to the 2nd edition make the following changes.
Amendment #1 expands the definition of killed in the line of duty under GS 143-166.2, as it applies under the Public Safety Employees’ Death Benefits Act, to also include a presumption that a firefighter was killed in the line of duty when their death occurs as a direct and proximate result of prostate cancer. Amendment #2 adds colon cancer. Makes conforming changes to the act's long title.

Amends GS 132-1.2 by providing that GS Chapter 132 does not require or allow a public agency to disclose information that reveals the identifying information (was, name, address, or other identifying information) of a person winning more than $5 million (was, $50 million) in the lottery who requests to remain anonymous (was, requests to remain anonymous for 90 days).

Senate amendment to the 2nd edition makes the following changes.
Amends new GS 41-10.2 to allow a person owning an interest in real property to seek expedited relief by filing a petition in district court alleging the filing or recording of a false, fictitious, or fraudulent instrument, no longer requiring it to have been in a public record or a private record generally available to the public.

Amends GS 126-5 by correcting the name of the North Carolina Symphony Society, Incorporated.
Senate amendment to the 2nd edition makes the following changes.
Adds a section amending GS 42-26 by amending when a landlord may recover attorney’s fees from a tenant to only require the landlord to have been the prevailing party when recovering fees in cases where a tenant appeals a summary ejectment to superior court and the tenant knew or should have known that the appeal was frivolous, unreasonable, without foundation, in bad faith, or solely for the purpose of delay (was, the landlord had to be the prevailing party to recover attorney’s fees paid or owed pursuant to a lease, with the stated cap). Effective retroactively to September 9, 2024.
