Bill summary
Senate amendments make the following changes to the 5th edition.
Part VI. Community College System
Section 6.8 Workforce Development Focused IT and ERP Funds
Amendment #20 appropriates an additional $200,000 in nonrecurring funds for each fiscal year of the 2019-21 fiscal biennium to the Community Colleges System Office for the system-wide Enterprise Resource Planning (ERP) solutions with the funds coming from funds for the schedule of school bus replacements. Makes conforming adjustments.
Part VII. Public Instruction
Section 7.1 Funds for Children with Disabilities
Amendment #21 increases the State Board of Education's per-pupil allocation for children with disabilities for the 2019-20 and 2020-21 fiscal years from $4,442.34 to $4,455.99.
Part VIII. The University of North Carolina System
Section 8.9 Changes to the UNC Enrollment Formula for State Funding
Amendment #21 makes a technical correction.
Section 8.16 Eastern Area Health Education Center Funds
Amendment #4 moves $1 million in nonrecurring funds appropriated for the Project Reserve in the General Fund for the 2019-20 fiscal year to the UNC Board Of Governors for the Eastern Area Health Education Center for the 2019-20 fiscal year. Makes conforming adjustments.
Part IX-B. Central Management and Support
Section 9B.1 Funds for NC Families Accessing Services Through Technologies (NC FAST)
Amendment #15 modifies the permitted uses of the funds appropriated to the Department of Health and Human Services, Division of Central Management and Support (Division), for the nonrecurring operations and maintenance expenses of NC Fast, removing the permitted use of the funds for the purpose of expediting the development and implementation of the child welfare case management component. Adds a provision explicitly prohibiting the funds appropriated by the act to the Division to be used for further development and implementation of the child welfare case management component of the NC FAST system.
Part XI-I. Social Services
Section 9I.20 Postpone Deployment of Child Welfare and Aging Components of NC FAST
Amendment #14 now altogether prohibits the Division of Social Services (Division) from deploying the child welfare case-management component of the NC FAST system statewide, rather than prohibiting deployment prior to October 1, 2019. Directs the Division to continue to develop and improve the case-management functionality of NC FAST in the counties participating in the initial pilot program prior to January 1, 2019 (previously directed the Division to continue development and improvement specifically of the child welfare component of NC FAST in those counties).
Part XII. Environmental Quality
Section 12.16 Commercial Fishing License Buyback
Amendment #8 specifies that the up to $1 million the Division of Marine Fisheries is authorized to use in each year of the 2019-21 fiscal biennium to implement a voluntary fisheries license buyback program is to be sourced from the Shallow Draft Navigation Channel Dredging and Aquatic Weed Fund (was, the Commercial Fishing Fund). Makes conforming change to the statutory reference in the authorization's notwithstanding clause. Adds a requirement that the buyback program provide that any Standard Commercial Fishing License repurchased with these funds revert to the pool of available commercial fishing licenses established under Section 5.2 of SL 1997-400, as amended. Extends the date by which the Division must report to the specified NCGA committee and division on its buyback plan from September 1, 2019, to December 1, 2019.

Section 15.10 Additional District Court Judges
Amendment #12 makes technical changes to the proposed changes to GS 7A-133, setting forth district court judge allotments for each district.
Part XL. Transportation
Section 40.4 Limitation on Powell Bill Funding
Amendment #18 eliminates the proposed changes to GS 136-41.1 concerning limitations on the allocation of appropriations made to the Department of Transportation for State aid to municipalities.
