House committee substitute to the 3rd edition makes the following changes.
Amends GS 90-625 by returning the number of members of the North Carolina Board of Massage and Bodywork Therapy to its current seven members (was, five members). Decreases by one, bringing the total to four, the number of members who must be massage and bodywork therapists who are licensed and have been in the practice for at least five of the last seven years; removes the Governor's appointee and requires the four to be appointed by the General Assembly with two appointed upon recommendation of the Speaker of the House of Representatives and two upon recommendation of the President Pro Tempore of the Senate. Adds that one member must be currently licensed to operate a massage and bodywork therapy establishment, to be appointed by the Governor. Requires that the initial term of office for this new member to be appointed by the Governor, begin on July 1, 2019, and expire on June 30, 2022. Allows the appointee to be a current owner of a massage and bodywork therapy establishment in the event that licenses to operate a massage and bodywork therapy establishment are not yet being issued at the time of the appointment. Makes conforming changes and deletions.

Reallocates funds appropriated to the Division of NC Aquariums of the Departmnet of Natural and Cultural Resources by Section 14.19 of SL 2017-57, as amended, for the planning and permitting of a satellite acquarium. Instead directs that the funds be used as follows: $98,794 to address storm damage at the Core Sound Waterfowl Museum and Heritage Center in Harkers Island, and $155,000 to add the home civil rights leader Golden Frinks to the Historic Edenton State Historic Site.

House committee substitute makes the following changes to the 1st edition.
Amends GS 18B-1004, concerning hours for retail sale and consumption of alcohol. Authorizes holders of an on-premises malt beverage permit, on-premises unfortified wine permit, on-premises fortified wine permit, special occasion permit, limited special occasion permit, mixed beverages permit, a nonprofit organization fundraiser special one-time permit or a permit to serve wine, malt beverages, and spirituous liquor at a ticketed event where a local government or organization raises funds, issued pursuant to specified state laws to sell alcoholic beverages authorized by the respective permit until 4:00 AM and consumption of those alcoholic beverages until 4:30 AM. Limits the scope of the authorization to permitted premises located in either (1) a county that has a population of at least 900,000 and has a state line as one border, or (2) a county that shares a border with a county that meets the previous criteria. Effective August 22, 2020, and expires August 30, 2020.
Changes the effective date of the act to the date the act becomes law, except as otherwise provided (was, effective as provided therein). Amends the act's long title.
