Enacts GS 14-415.1A creating the criminal offense of possession of certain weapons by felon during the commission or attempted commission of a felony. Defines brandish, firearm, and weapon of mass death and destruction. Makes it unlawful for any person who is prohibited pursuant to GS 14-415.1 (general prohibition on possession of firearms by felon) from possessing a firearm or a weapon of mass death and destruction to possess a firearm or weapon of mass death and destruction during the commission or attempted commission of certain felonies. Specifies that unless the conduct is covered under some other provision of law providing a greater punishment, a person who violates the section is guilty of the following: a Class C felony if the person discharges the firearm or weapon of mass death and destruction during the commission or attempted commission of the felony; a Class D felony if the person brandishes the firearm or weapon of mass death and destruction during the commission or attempted commission of the felony; and a Class F felony for any other violations. Prohibits merger of the offense with other offenses.
Amends GS 14-415.1 (prohibiting possession of firearms by a felon) to specify that a violation of GS 14-415.1 is not a lesser included offense of GS 14-415.1A. Changes the penalty for violations of GS 14-415.1 to a Class F felony (was, Class G felony). Effective December 1, 2025, and applies to offenses committed on or after that date.

Amends GS 18B-302 (prohibiting the sale of malt beverages, unfortified wine, wine, spirituous liquor, or mixed beverages to anyone less than 21 years old) and GS 14-313 (regulating youth access to tobacco products, tobacco-derived products, vapor products, and cigarette wrapping papers) to add tribal enrollment cards issued by a State or federally recognized Indian Tribe to the list of acceptable identification of purchasers or prospective purchasers. Makes a clarifying change to GS 14-313. Applies to offenses committed and purchases made on or after December 1, 2025.

Directs the Legislative Library (Library) to send a request for documentation (i.e., the current membership, last reported minutes, current bylaws, and a listing of the entities to which reports are to be submitted) and confirmation of activity to all boards, committees, and commissions that have not expired or been repealed. Directs the Library to compile a list of any entity that fails to respond within 120 days or responds, but has not met within the past 12 months and to send that list to the Joint Legislative Administrative Procedure Oversight Committee (Committee). Directs the Committee to recommend legislation to the 2026 Regular Session of the 2025 General Assembly to repeal those entities on the list.

Appropriates $51 million from the General Fund to Hertford County for 2025-26 and allows the county to allocate those funds to the Hertford County Rural Development Authority (RDA). Directs the RDA to use the funds as follows: (1) $40 million to construct a public industrial dock and barge at the future "Hertford County River Industrial Park" at the described address named the Flowers site and (2) $11 million for road construction at the Flowers site. Specifies that the appropriated funds do not revert at the end of the fiscal year but remain available for expenditure until the earlier of either the date the funds are spent or June 30, 2027. Effective July 1, 2025.
Amends GS 164-14, increasing the membership of the General Statutes Commission (Commission) from 13 to 14 by adding an appointee of the dean of the school of law of High Point University to the Commission. Makes conforming and technical changes.

Requires the Northeastern Workforce Development Board serving Dare, Currituck, Camden, Pasquotank, Perquimans, Chowan, Gates, Hyde, Tyrrell, and Washington Counties under GS 143B-438.11 to annually designate the providers of adult and dislocated worker services authorized in the Workforce Innovation and Opportunity Act (was, had to do this by July 1, 2014, with no annual requirement) and removes the requirement that the designation be made through a competitive selection process.

Amends Article III of the Charter of the Town of China Grove (SL 2002-42) as follows. Directs that all regular municipal elections will held on even-numbered years (was, odd-numbered years). Extends the terms of the town’s Aldermen by one-year as follows: (1) for those three aldermen whose terms are set to expire in 2025 to 2026 and (2) for the other two alderman and the mayor whose terms are set to expire in 2027 to 2028. Re-staggers terms so that three Alderman seats will come up for reelection starting in 2026 and two seats in 2028 and quadrennially thereafter. Amends the mayor’s term so that the seat will come up for reelection starting in 2028 and quadrennially thereafter. (Currently, elections were staggered with two alderman seats and the mayoral seat up for reelection starting 2003 and quadrennially thereafter with the other three alderman seats up for reelection starting in 2005 and quadrennially thereafter.) Directs the town not to hold municipal elections until 2025. Sets starting year for regular municipal elections as 2026, to continue biennially thereafter. Applies to elections held on or after the act becomes law.
