Appropriates $51 million from the General Fund to Hertford County for 2025-26 and allows the county to allocate those funds to the Hertford County Rural Development Authority (RDA). Directs the RDA to use the funds as follows: (1) $40 million to construct a public industrial dock and barge at the future "Hertford County River Industrial Park" at the described address named the Flowers site and (2) $11 million for road construction at the Flowers site. Specifies that the appropriated funds do not revert at the end of the fiscal year but remain available for expenditure until the earlier of either the date the funds are spent or June 30, 2027. Effective July 1, 2025.
