Senate amendments make the following changes to the 7th edition, as amended.
Amendment #5 amends proposed GS 18D-105 by also prohibiting any hemp-derived consumable product intended for ingestion that is a liquid and not intended for inhalation from being sold in a package that contains more than 100 milligrams, in the aggregate, of one or more of the specified hemp-derived cannabinoids.
Amendment #6 amends the prohibition in GS 18D-101 on knowingly, or having reason to know, selling a hemp-derived consumable product to a person under age 21, by adding the requirement a seller of hemp-derived consumable products demand proof of age from a prospective purchaser before releasing the product to the purchaser if the seller has reasonable grounds to believe that the prospective purchaser is under age 30. Requires an online seller of hemp-derived consumable products to verify a prospective purchaser’s age and use a method of delivery that requires the signature of a person at least 21 years of age before the hemp-derived consumable product is released. Also adds a prohibition on distributing hemp-derived consumable products through displays accessible to the public without the assistance of a retailer’s employee or agent other than in an establishment open only to persons age 21 or older.
Amendment #7 expands the additional advertising restrictions under GS 18D-105 (pertaining to additional requirements and restrictions for hemp-derived consumable products) by preventing labeling such products in a way that depicts or signifies characters or symbols as candy, cereals, sweets, chips, or other food products typically marketed to persons under 21 years of age.
Amendment #8 adds new Section 15(b), amending GS 90-88 (concerning the Commission for Mental Health, Developmental Disabilities, and Substance Abuse Service’s authority to control certain controlled substances schedules) so that marijuana cannot be rescheduled or deleted under the NC Controlled Substances Act if it is rescheduled or deleted as a controlled substance under federal law unless the General Assembly enacts legislation.

Senate amendment to the 3rd edition makes the following changes.
Removes proposed change to Section 12.2 of SL 2023-134 (the 2023 Appropriations Act) that would have expanded the recipients of the appropriation there to the Towns of Columbus and Tryon. (Directive to the Office of State Budget and Management [OSBM] to allocate those funds to those towns and the City of Saluda for debt repayment remains the same).
Effective June 30, 2024, notwithstanding the committee report described in SL 2021-180 (2021 appropriations act), directs OSBM to reallocate $7 million of the grant to Duplin County for the Emergency Management Facility as follows: (1) $1.5 million to be used to construct a new Senior Resource Center and Veterans’ Services building and (2) $5.5 million to be used to construct a co-located sheriff’s office and detention center.
Directs the State to convey all its rights, titles, and interests in the former quarry bounded by Quarry Road and the railroad tracks in Monroe, North Carolina, as described to the City of Monroe for $1. Specifies that the property is conveyed “as is” and “where is” without any warranties concerning the title to the property, the boundaries of the property, the uses to which the property may be put, zoning, local ordinances, or any physical, environmental, health, and safety conditions relating to the property. Directs that the City of Monroe will bear all costs associated with the conveyance. Exempts the conveyance from Article 7 of GS Chapter 146 (pertaining to dispositions of State property). Directs that provisions of Article 16 of GS Chapter 146 apply, except for GS 146-74 (concerning approval of conveyances).
Makes organizational changes.
Senate committee substitute to the 3rd edition makes the following changes.
Makes a technical change to new GS 147-86.19(c).

Senate amendment makes the following changes to the 4th edition. Changes the effective date of the provision governing vacancies on the City Council of Hendersonville so that it applies to any vacancy filled on or after December 1, 2023 (was, October 25, 2023), but before the Council’s organizational meeting following the municipal election for the City of Hendersonville in 2026.
Senate amendment #3 makes the following changes to the 2nd edition.
Section 10.5
Applies only to Mecklenburg County; all municipalities located wholly or primarily in Mecklenburg County; and any special district, authority, or other unit of local government located wholly or primarily in Mecklenburg County, as follows. Prohibits any county, or municipality, special district, authority, or other unit of local government located wholly or primarily inside Mecklenburg County from acquiring real property title or interest in any portion of an existing railway line, including right-of-way, track, and appurtenant railroad facilities, located outside of Mecklenburg County without the approval of each county and municipality containing a portion of the railway line being acquired. Defines approval to mean a majority vote of each board of commissioners of a county and each elected board of a municipality outside of Mecklenburg County containing a portion of the railway line being acquired.
