Adds North Carolina New Schools to a list of organizations and institutions that the North Carolina Digital Learning Initiative (NCDLI) should leverage in order to further the effective use of digital learning in K-12 schools.
Clarifies that one of the NCDLI's responsibilities is to direct the Department of Public Instruction in management and disbursement of funds.
Makes a technical change to the reporting requirement for NCDLI.

Senate committee substitute deletes all the provisions of the 2nd edition and replaces them with the following provisions.
Current law, under GS 14-118.6(a), provides that any person who attempts to file a false lien or encumbrance against the real or personal property of a public officer or public employee or an immediate family member of a public officer or public employee because of the performance of the public official or public employee's official duties, knowing or having reason to know that the lien or encumbrance is false or contains a materially false statement, is guilty of a Class I felony. Amends GS 14-118.6(a) to also make it a Class I felony for any person to present for recording a false lien or encumbrance as specified in subsection (a).
Subsection (b) of GS 14-118.6 authorizes a register of deeds who has a reasonable suspicion the lien or encumbrance presented for recording is false to refuse to record the lien or encumbrance. Provides that there is no liability on the part of the register of deeds nor any other entity for recording or refusing to record a lien or encumbrance as described in GS 14-118.6(a). Further amends subsection (b) to replace references to 'file or filing' a lien or encumbrance with the register of deeds with the term 'record or recording.' Provides that when recording is denied, any interested person may initiate a special proceeding in the county where the recording was denied within ten business days of the filing of the Notice of Denied Lien or Encumbrance Filing, asking the superior court (was, district court) of the respective county to find that the proposed recording has a statutory or contractual basis and to order that the document be recorded.
Adds a new subsection (b1) to GS 14-118.6 to provide the same authority to clerks of superior court that registers of deeds have when presented with a document they suspect to be false. Authorizes clerks of superior court to refuse to file a lien or encumbrance against the property of public officials or their family members if the clerk has a reasonable suspicion that the lien or encumbrance is false. Requires the clerk of superior court to file stamp the document, but prohibits indexing or docketing the document against the property of a public officer or public employee until that document is approved for filing by the clerk of superior court by any judge of the judicial district who has subject matter jurisdiction.
Makes a conforming change to include new subsection (b1) of GS 14-118.6 in those subsections that do not apply to filings under Article 9 of GS Chapter 25 or under GS Chapter 44A.
Effective when the act becomes law and applies to all filings on or after that date.

Senate committee substitute makes the following changes to the 1st edition.
Amends GS 58-84-5 to clarify that the definitions in this section apply in Articles 84, 85, 85A, 87, and 88 of GS Chapter 58. Amends the definition of fire districtto include any federally recognized Native American tribe within the state that meets conditions as specified in GS 58-84-5(3).
Deletes change to the definition of eligible firefighterin GS 58-86-2, which provided that the term means all persons meeting the requirements in GS 58-86-5(3a) as enacted in this act.
Amends GS 58-86-10, which authorizes the Board of Trustees of the North Carolina Local Government Employees' Retirement System (Board of Trustees) to administer the Firefighters' and Rescue Squad Workers' Pension Fund (Pension Fund). Provides that if any change or error due to the submission of fraudulent information results in any member or beneficiary receiving more or less from the Retirement System than he or she would have been entitled to receive had the member or beneficiary's records been correct, the Board of Trustees will correct the error, and to the extent practicable, will adjust the payment in such a manner that the actuarial equivalent of the benefit to which the member or beneficiary was correctly entitled will be paid.
Amends GS 58-86-25, Determination and certification of eligible firefighters, and GS 58-86-30, Determination and certification of eligible rescue squad worker, to clarify that each eligible fire department and rescue or emergency medical services squad must annually report (was, amended to file in 1st edition) a certified roster of the names of those individuals meeting eligibility qualifications and submit the list to the NC State Firemen's Association or NC Association of Rescue and Emergency Medical Service Inc. Declares that submission constitutes a certification of its accuracy under accounting standards set forth by the Governmental Accounting Standards Board of the Financial Accounting Foundation. Reinstates language defining the governing body of a fire department.
Amends GS 58-88-5 to add "legal guardian or legal guardians" to the requirement that the parent or parents must maintain active membership in the rescue or EMS service for the continuation of child educational benefits.
Amends GS 58-88-10 regarding membership eligibility for the fund by members of the North Carolina Association of Rescue and Emergency Medical Services Inc. (Association) to specify that the required 36 hours consist of training sessions only and not training and meetings.
Amends GS 58-88-25 to increase the amount of time to 180 days (was, 30 days) that the chief or chief officer of the local department has to notify the Secretary-Treasurer that the person applying for benefits is a member of the fund and request that the necessary forms be submitted for benefits.
Amends GS 143-166.2 (Definitions) to delete each occurrence offiremanand replace it withfirefighter.Provides that the termfiremenmeans bothfirefighterorfiremenas defined in GS 58-84-5(3a) (was, as defined in GS 58-84-5(5)). Amends the definition forspouseto remove the requirement that surviving spouses prove that they have remained unmarried during the time after the death of the member while the benefits are forthcoming in order to remain eligible to receive a benefit derived from a deceased's service.
Amends GS 143-166.3(b) to make the full $50,000 benefit payable after certification of the death instead of spreading the payments over four years.
Requires the charter or articles of incorporation of fire departments to include a provision allowing the local government unit with which they have their largest service contract to remove 50% plus one member of the fire department's governing board in order for the department to participate in the Local Governmental Employees' Retirement System after October 1, 2015. Provides that this section only applies to fire departments that began participation in the Local Governmental Employees' Retirement System between 1977 and 1992 pursuant to GS Chapter 316 of the Session Laws of 1977 and have contracts to provide fire protection to a city, county, or instrumentality of the state.
Changes the short and long titles of this bill to reflect the amended bill content.
Senate committee substitute makes the following changes to the 1st edition.
Amends the definition of automatic license plate reader system in GS 20-183.22 to exclude an open-road tolling system.
Amends GS 20-183.24 to also allow data obtained by an automatic license plate reader system to be preserved for more than 90 days if it is needed to prove a violation of a motor carrier safety regulation.

Senate committee substitute makes the following changes to the 2nd edition.
Amends the long title, replacing the word "parent" with "parenting" in the phrase, "reasonable and prudent parent standard."
Amends GS 131D-10.2A, enacted in this act, to make an organizational change, dividing the content of subsection (f) of this section into subsections (f) and (g). Further amends subsection (f) by adding the provision that the burden of proof for a breach of the reasonable and prudent parenting standard would be by clear and convincing evidence. Also requires a county department of social services (was,the Department of Health and Human Services) to use the reasonable and prudent parenting standard.
Recodifies GS 58-36-43, regarding personal liability insurance for foster parents, as GS 58-36-44.
Amends GS 48A-4 and GS 20-11(i) to provide that the provisions regarding the competency of certain minors to contract for the purchase of a vehicle insurance policy and apply for a permit or license, apply to minors at least 16 years of age or older who are in the legal custody of the county department of social services (was, the legal custody of the Department of Health and Human Services, Division of Social Services). Amends GS 20-11(i)(4) to specify that if the applicant for a drivers permit or license is a minor in the legal custody of the county department of social services, then an acceptable co-signer under this section is the director or his designee (was, a case manager) or other type of caseworker assigned to work with the minor.
Amends GS 20-309(a2), enacted in this act, to allow a foster parent to meet the financial responsibility requirements for vehicle registration, even if a foster child residing in the household is excluded under the parent's policy, as long as the child is insured under some other policy of liability insurance or a named non-owner's liability policy. Directs the North Carolina Rate Bureau to establish, with the Commissioner's approval, a named driver exclusion endorsement for foster children. Makes a conforming change to GS 20-279.21(b) ("Motor vehicle liability policy" defined) to make it consistent with GS 20-309(a2), as amended.

Amends GS 58-3-192 as follows. Amends the definition of adaptive behavior treatment to amend the conditions that must be met to add a licensed professional counselor and a licensed marriage and family therapist to those providers that may provide or supervise the treatment. Also adds licensed marriage and family therapists to those professionals that may provide services meeting the definition of therapeutic care. Allows coverage for adaptive behavior treatment to be limited to individuals 18 or younger (was, health benefit plans must provide coverage for the screening, diagnosis, and treatment of autism spectrum disorder for individuals 18 or younger). Adds a provision requiring the maximum benefit amount, beginning in 2017, to be indexed using the Consumer Price Index for All Urban Consumers for the South Region. Requires the amount to be posted by April 1 of each year and applies to policies renewed or purchased the following calendar year. Deletes the provision prohibiting coverage from being subject to any limits on the number of visits an individual may have for treatment of autism spectrum disorder. Makes additional clarifying and technical changes.
Makes technical changes throughout.
Changes the act's effective date from October 1, 2015, to January 1, 2016.

House committee substitute makes the following changes to the 1st edition.
Amends the charter of Albemarle, updating language to include changes already made by ordinance and deleting previous changes made to section 3.1 of the charter, now providing that the Mayor elected in 2015 will serve a term of three years. Adds language providing that the City Council will consist of seven members, which will be elected for a term of four years as specified. Deletes provisions in Section 3.2 of the charter that previously set out terms for elected council members, then adds new language which establishes that in 2015, the four members elected will serve terms of five years with their successors serving four-year terms and also provides that those terms expiring in 2017 will be extended until 2018, with the successors serving terms of four years.
Amends the charter of Locust, making a clarifying change.
Amends the charter of Oakboro, updating language to include changes already made by ordinance and deleting language which previously provided for terms of the commissioners and adds new language that establishes that in 2015, three members of the board will be elected for five year terms with the two members whose terms expire in 2017 continuing until 2018. Provides that in 2020, and quadrennially thereafter, three people will be elected to four-year terms and in 2018, and quadrennially thereafter, two people will be elected to four year terms.
Amends the charter of Richfield, updating language to include changes already made by ordinance and deleting previous added language that provided for the terms of mayor and commissioners and now provides that the Mayor, whose term expires in 2017, will continue to serve until 2018. Also provides that in 2018, and quadrennially thereafter, the Mayor will be elected to a term of four years. Provides that in 2015, three members elected will serve terms of five years with successors serving four year terms and also that the two members whose terms expire in 2017 will continue to serve until 2018, with their successors serving terms of four years.
Amends the charter of Stanfield, updating language to include changes already made by ordinance and providing that in 2015 the Mayor will serve a term of five years (was, three years), with the successor serving a term of four years (was, two years). Deletes language which provided that five commissioners, in 2015, were to be elected to terms of five years, with successors serving two year terms. Now provides that in 2015, three commissioners are to be elected for five-year terms, with the two members whose terms expire in 2017 continuing to serve until 2018. Provides that in 2020, and quadrennially thereafter, three people will be elected to four-year terms and in 2018, and quadrennially thereafter, two people will be elected to four year terms.
