House committee substitute makes the following changes to the 1st edition:

Adds North Carolina New Schools to a list of organizations and institutions that the North Carolina Digital Learning Initiative (NCDLI) should leverage in order to further the effective use of digital learning in K-12 schools.

Clarifies that one of the NCDLI's responsibilities is to direct the Department of Public Instruction in management and disbursement of funds. 

Makes a technical change to the reporting requirement for NCDLI.
