House committee substitute to the 1st edition makes the following changes.
Changes the date set forth GS 71A-7.3 from which the Indians who comprise The Tuscarora Indians of Kahtenuaka Territories, whose ancestors signed treaties with the government of North Carolina and were granted the Indian Woods Reservation on the Roanoke River in Bertie County, are officially recognized under the statute as The Tuscarora Indians of Kahtenuaka Territories from July 1, 2025, to July 1, 2026. Makes a technical change. Extends the term of the member recommended by The Tuscarora Indians of Kahtenauaka Territories to serve on the American Indian Heritage Commission (Commission) from two years to three years, with the term expiring on June 30, 2029, in GS 143B-135.5.
Appropriates $5,000 from the General Fund to the Department of Administration for 2026-27 to assist the North Carolina Commission of Indian Affairs with updating its website, materials, and other documentation to reflect the new membership of that Commission. Appropriates another $5,000 from the General Fund to the Department of Natural and Cultural Resources for 2026-27 for the same purpose for the Commission. Effective July 1, 2026.
Makes conforming change to effective date.

Section 16.
Adds definition of hazard (any condition, object, or circumstance, present on or near the roadway, that poses a potential risk to the safe operation of a commercial vehicle) to GS 20-146(f).

Senate amendment to the 3rd edition makes the following changes.
Adds whereas clauses.
Expands upon the issues that the Task Force must consider when studying how to protect military personnel, special operations forces, elected officials, and others particularly susceptible to doxing or squatting by adding the following: (1) whether spouses, dependents, and other family members of susceptible individuals should also be covered by the protection program; (2) if expansion of the Address Confidentiality Program is not feasible, recommendations for a separate program leveraging the existing Program as the model to incorporate all best practices where appropriate; (3) recommendations for standard operating procedures for any protective program, including eligibility verification, recertification of eligibility, command validation for military personnel, and other criteria for reviewing applications for certification of participation, in any protective program, and recommendations for further study. Specifies that the study’s recommendations for legislative actions, includes potential enhancement of criminal laws and civil liability.
Amends proposed GS 20-37.03 by limiting the issuance of a drivers license or special identification card using a substitute address for special operations force members, to when it is required by a major military installation and is for overseas use only. Requires that the substitute address be the license holder’s certified permanent duty station (appears to intend). No longer requires the DMV to provide the residence address to law enforcement upon request.
Enacts new GS 132-1.15 requiring the custodian of any public record containing personal identifying information of a special operation forces member to redact or remove that record from any public-facing web-based database or application, to the extent the agency determines it is operationally feasible, when requested by the member in writing.
Allows the Taskforce to create a pilot program for eligible active-duty Department of Defense certified special Operations Forces personnel to evaluate the implementation of any program recommended under the act.
Makes Section 2 (enacting GS 20-37.03, and amending GS 132-1.7) and Section 3 (enacting new GS 132-1.15) effective January 1, 2027.

Conference report #2 to the 3rd edition removes the content of the previous edition and replaces it with the following. Changes the act’s titles.
Adds the described territories located at Marine Corps Base Camp Lejeune, the Greater Sandy Run Training Area, Marine Corps Air Station New River, Marine Corps Special Operations Command at Stones Bay and the New River to the Jacksonville corporate limits. Species that the act does not create or increase any right for a city to regulate or influence activities of the federal government or any activities and operations occurring in or on the Base, Air Station, or Commands. Effective June 30, 2026. Specifies that property in the described territory as of January 1, 2026, is subject to municipal taxes for taxes imposed for taxable years beginning on or after July 1, 2026.
Requires that Jacksonville police officers exercise the power of arrest or any other powers invested to police officers in accordance with GS 15A-402(c) (concerning jurisdiction of city officers outside of their territory) and GS 160A-286 (extraterritorial jurisdiction of city policemen) only within 1 mile of the corporate city’s limit that lies north of NC Highway 24. Allows Jacksonville police officers to transport a person in custody to or from any place within the state for the person to attend criminal court proceedings, and allows the officers, while engaged in such transportation, to arrest persons at any place within the state for offenses occurring in connection with and incident to the transportation of persons in custody.
Prohibits Jacksonville from annexing any territory south of NC Highway 24.
Prohibits Jacksonville from exercising any powers granted to cities in GS Chapter 160D (Local Planning and Development Regulation) in any area beyond its contiguous corporate limits. Makes the City’s relinquishment of jurisdiction over the area beyond its contiguous corporate limits effective on the date this section becomes law; provided, however, the City’s development regulations and powers of enforcement remain in effect in that area until the time provided in GS 160D-202(h) (providing that when a city relinquishes jurisdiction over an area that it is regulating under GS Chapter 160D to a county, the city development regulations and powers of enforcement remain in effect until (1) the county has adopted such development regulation or (2) a period of 60 days has elapsed following the action by which the city relinquished jurisdiction, whichever is sooner).
