Senate amendment to the 3rd edition makes the following changes.

Adds whereas clauses.

Expands upon the issues that the Task Force must consider when studying how to protect military personnel, special operations forces, elected officials, and others particularly susceptible to doxing or squatting by adding the following: (1) whether spouses, dependents, and other family members of susceptible individuals should also be covered by the protection program; (2) if expansion of the Address Confidentiality Program is not feasible, recommendations for a separate program leveraging the existing Program as the model to incorporate all best practices where appropriate; (3) recommendations for standard operating procedures for any protective program, including eligibility verification, recertification of eligibility, command validation for military personnel, and other criteria for reviewing applications for certification of participation, in any protective program, and recommendations for further study. Specifies that the study’s recommendations for legislative actions, includes potential enhancement of criminal laws and civil liability.

Amends proposed GS 20-37.03 by limiting the issuance of a drivers license or special identification card using a substitute address for special operations force members, to when it is required by a major military installation and is for overseas use only. Requires that the substitute address be the license holder’s certified permanent duty station (appears to intend). No longer requires the DMV to provide the residence address to law enforcement upon request.

Enacts new GS 132-1.15 requiring the custodian of any public record containing personal identifying information of a special operation forces member to redact or remove that record from any public-facing web-based database or application, to the extent the agency determines it is operationally feasible, when requested by the member in writing.

Allows the Taskforce to create a pilot program for eligible active-duty Department of Defense certified special Operations Forces personnel to evaluate the implementation of any program recommended under the act.

Makes Section 2 (enacting GS 20-37.03, and amending GS 132-1.7) and Section 3 (enacting new GS 132-1.15) effective January 1, 2027.
