Appropriates $11.5 million from the General Fund to the Department of Public Instruction for 2022-23 to be allocated in specified amounts for athletic facilities at Starmount High School and Forbush High School as specified.
Appropriates $12 million from the General Fund to Yadkin County for 2022-23 to be allocated in specified amounts for a new governmental building containing specified offices and water and sewer upgrades.
Specifies that these funds do not revert.
Enacts GS 143B-1033. Prohibits employers from discriminating against or taking any adverse employment actions against an employee based on either the employee's membership in the NC Wing-Air Patrol, or the employee's statutorily authorized absence, meaning one that is required to perform duties incident to a State approved mission or US Air Force authorized mission, is no longer than seven consecutive normal working days for the employee, and which does not exceed 14 total working day absences for the employee in one calendar year. Permits the employer to require documentation of the employee's mission order. Specifies that the enactment does not require an employer to pay salary or wages to an employee during an authorized absence unless the employee chooses to use paid leave. Charges the Commissioner of Labor with enforcement of these provisions consistent with Article 21 of GS Chapter 95, Retaliatory Employment Discrimination.
Appropriates $5,000 from the General Fund to the Department of Labor for 2022-23 to create and provide educational materials to employers relating to new GS 143B-1033.
Effective July 1, 2022.
Amends the definition of qualified aircraft in GS 105-164.3 as it applies in Article 5 of GS Chapter 105 (Sales and Use Tax) to include an aircraft with a maximum take-off weight of more than 2,000 pounds (was, maximum take-off weight of more than 9,000 but not exceeding 15,000 pounds). Applies to sales occurring on or after July 1, 2022.

Appropriates $1 million from the General Fund to the UNC Board of Governors for 2022-23 to be allocated to UNC-Greensboro for the Guilford County Solution To the Opioid Problem (GCSTOP) program for the following three purposes to support its Wrap project: (1) strengthen and maintain existing GCSTOP programs, including specified expansions and purchases; (2) develop a program in partnership with the Guilford County Department of Social Services to support evidence-based family intervention for opioid-affected families; and (3) cooperate with the Guilford County Sheriff's Office, the Greensboro Police Department, and the High Point Police Department on exploring creation of evidence-based diversion programs that could augment the expansion of GCSTOP service. Requires UNC-Greensboro to consult with GCSTOP and report to the specified NCGA committees by May 1, 2023, on the use of these funds. Effective July 1, 2022.
Effective December 1, 2022, adds the following new criminal offenses to those relating to organized retail theft in GS 14-86.6.
Makes it a felony offense to conspire with another to commit theft of retail property from one or more retail establishments with the intent to sell the property for monetary or other gain, and taking or causing that property to be placed in the control of a retail property fence or other person in exchange for consideration. Makes offenses where the retail property value exceeds $50,000 aggregated over a 90-day period punishable as a Class F felony, and offenses where the retail property value exceeds $100,000 aggregated over a 90-day period punishable as a Class C felony. Additionally makes it a Class F felony or Class C felony to conspire with two or more persons as an organizer, supervisor, financier, leader, or manager to engage for profit in a scheme or course of conduct to effectuate the transfer or sale of property stolen from a merchant in violation of these provisions, with felony classification based on the aggregate retail property value over a 90-day period.
Makes it a Class G felony to conspire with another to commit theft of retail property from a retail establishment with a value exceeding $1,000, and damage, destroy, or deface real or personal property in excess of $1,000.
Makes it a Class G felony to conspire with another to commit theft of retail property from a retail establishment with a value exceeding $1,000, and commit an act of assault or battery against an employee or independent contractor of the retail establishment or law enforcement officer in the commission of the offense.
Makes all conveyances, including vehicles, used by any person in the commission of organized retail theft in violation of GS 14-86.6, as amended, subject to forfeiture under the provisions of GS 14-86.1.
Applies to offenses committed on or after December 1, 2022.

Amends SL 2020-90 as follows.
Extends the date by which the Department of Public Safety, Division of Adult Correction and Juvenile Justice (Division), must begin operating the Prison Pilot Program, established in Section 3.2, SL 2020-90, from October 15, 2020, to October 15, 2022.
Extends the date by which the Division must give a final report on the Program to the specified NCGA committee from April 1, 2021, to April 15, 2023.
Additionally, postpones the sunset of Part III., SL 2020-90, which established and detailed the requirements of the Program, from July 1, 2022, to July 1, 2023.

Amends GS 104-11.1 by directing the State to exercise concurrent jurisdiction with the United States over US Department of Defense military installations located in the State in matters relating to violations of federal law by juveniles within those installations, so long as the US Attorney or the US District Court waives exclusive jurisdiction and the federal violation is also a crime or infraction under State law.
Enacts GS 7B-1605, granting district courts exclusive original jurisdiction over any case involving a juvenile who is alleged to be delinquent or vulnerable as the result of an act committed within the boundaries of military installation that is a violation of State law when concurrent jurisdiction has been established pursuant to GS 104-11.1, as amended.
Applies to acts committed on or after December 1, 2022.
Current law, GS 14-208.9A, requires the Department of Public Safety (DPS) to semiannually mail a nonforwardable verification form to the last reported address of each registrant listed on each county’s registry of persons required to register with the sheriff following a reportable conviction, including sexually violent offenses and certain offenses against minors, under the State’s Sex Offender and Public Protection Registration Program (Program). Adds a new provision to allow DPS to mail the verification form to the Division of Adult Correction in lieu of the nonforwardable mail for registrants serving a sentence of more than 24 months in the custody of the NC Division.
Adds a new provision to GS 14-208.12A, which details the process for a registrant to petition the superior court to terminate their registration requirement under the Program. Establishes that a petitioner who currently resides out of state must file the petition in the county where the person last registered in North Carolina.
Applies to verification forms sent and petitions filed on or after July 1, 2022.

Appropriates $1.6 million from the General Fund as a directed grant to the nonprofit Ready for School, Ready for Life for 2022-23, to be allocated in specified amounts for: (1) continued support for the improvement of an integrated data system to be used for decision making and securing funding for future phases of the Get Ready Guilford Initiative and (2) continued implementation of the pilot program for improving the quality of care and education for Guildford County children from infancy through preschool. Effective July 1, 2022.
Appropriates, to the extent funds are available, $10 million from the Opioid Abatement Reserve to UNC Board of Governors for 2022-23 to be allocated to the UNC-Greensboro to establish an institute at the university to prevent and treat opioid misuse. Requires the funds to be used to establish an integrated continuum of prevention, intervention, and recovery support services. Effective July 1, 2022.

Appropriates $1,330,800 from the General Fund to Bertie County for 2022-23. Specifies that these funds do not revert and instead remain available to the county for the purposes allowed in this act. Requires that specified amounts be used for needed equipment and improvements at the Blue Jay Recreational Center, planning and construction of a new county animal shelter facility, a drainage and flood control improvement project to relieve flooding and associated issues in the Long Branch community and the Town of Colerain, and furthering the Affordable Housing for Teachers Initiative.
Appropriates $8,515,000 from the General Fund to the Department of Public Instruction for 2022-23 to be allocated in the specified amounts for the specified repairs and equipment at Aulander Elementary School, Bertie High School, Bertie Middle School, Colerain Elementary, West Bertie Elementary School, and Windsor Elementary School.
Appropriates $29.9 million from the General Fund to the Town of Williamston for 2022-23. Specifies that the funds do not revert and instead remain available to the Town for the purposes allowed under the act. Requires specified amounts to be used for water and sewer infrastructure improvements, operating grants, and loan forgiveness for the Martin County Regional Water and Sewer Authority; economic development in the downtown corridor, improvements to downtown governmental or commercial facilities, and energy improvements; transportation and related infrastructure improvements; public safety improvements; and cybersecurity upgrades.
Appropriates $10 million from the State Capital and Infrastructure Fund to the NC Community Colleges System Office for 2022-23 to be allocated to Vance-Granville Community College (VGCC) for the following projects according to amount specified: (1) a new building on the Franklin Campus for described classroom and training facilities; (2) construction of an advanced manufacturing center in Granville County; and (3) supporting the establishment of a diesel automotive program for regional trucking transportation training, as described. Effective July 1, 2022.

Revises and consolidates the Charter of the Town of Troutman to now provide the following.
Provides for the Town of Troutman (Town)'s incorporation, grants the Town municipal corporate powers conferred by general law, and provides parameters for the Town's corporate limits.
Establishes the five-member Town Council (Council) and the Mayor as the Town's governing body, each elected to serve four-year terms. Includes member residency requirements. Sets forth the duties of the Mayor. Requires the Council to elect a Mayor Pro Tempore from among its members and details the procedure for conferring mayoral powers and duties upon the Mayor Pro Tempore in either the Mayor's absence or disability. Provides for Council meetings, quorum, voting, and vacancies. Details requirements for the adoption of ordinances and resolutions.
Provides for municipal elections in odd-numbered years. Regarding Council elections, requires all members be elected at large on a staggered schedule. Establishes a petition and recall procedure for voters to remove and replace an elected Town official.
Establishes the Town's operation under the council-manager form of government in accordance with Part 2 of Article 7 of GS Chapter 160A. Deems the Town Manager the administrative head of the Town, with powers and duties conferred by general law and the Council. Requires the Council to appoint a Town Attorney. Directs the Town Manager to appoint a Clerk, Tax Collector, and Finance Officer, as described. Authorizes the Council to permit the Town Manager to provide for the appointment of other offices and positions. Grants the Council control over the organization of the Town's government.
Details requirements of the Town relating to receipts and accounting and annual audits pursuant to state and local laws.
Extends the Town's police force jurisdiction to include all Town-owned property and facilities without regard to corporate limits.
Authorizes the Council to make street and sidewalk improvements and delineates the Town's authority and procedure to assess such costs.
Grants the Town the power of eminent domain.
Specifies the legislative purpose and intent of the act to revise and consolidate the Town Charter. Provides for interpretation and effect of the act.
Repeals the following SL Chapters and Sections, either consolidated in this act or no longer necessary: SL 1981-144, SL 1983-104, SL 1983-123, and SL 1987-75.
Provides for currently elected officials serving on the date the act becomes law to serve out their terms. Provides for the continued validity of all existing ordinances, resolutions, and other provisions of the Town not inconsistent with the act. Includes a severability clause. Provides a savings clause for pending actions and proceedings.

Adds a new Article to the Charter of the City of Greenville (City), SL 1981-272, to authorize the City to employ and allow nonsworn personnel to investigate traffic crashes involving property damage only, naming these personnel Traffic Crash Investigators (investigators). Details ten requirements of the City and investigators regarding the employment of investigators, including establishing minimum employment standards and compliance with specified training conditions, equipment issuance, and limits of investigator authority. Specifies that investigators cannot be issued a weapon and have no authority to arrest or issue criminal process. Requires the City to report to the specified NCGA committees by December 31, 2023, on the training and use of investigators between the date the act becomes law and November 1, 2023.
Amends SL 2007-218 to allow Civilian Traffic Investigators in Wilmington to issue citations for infractions under GS Chapter 20 (Motor Vehicles) related to the traffic crashes they investigate. Adds additional authority for these investigators to direct traffic, or expedite traffic during emergencies, in the same manner as a law enforcement officer so authorized pursuant to state law.

Removes the described property from the corporate limits of the Town of Jacksonville. Provides a savings clause for the validity of any liens of the City for outstanding ad valorem taxes or special assessments. Effective June 30, 2022.
