Appropriates $29.9 million from the General Fund to the Town of Williamston for 2022-23. Specifies that the funds do not revert and instead remain available to the Town for the purposes allowed under the act. Requires specified amounts to be used for water and sewer infrastructure improvements, operating grants, and loan forgiveness for the Martin County Regional Water and Sewer Authority; economic development in the downtown corridor, improvements to downtown governmental or commercial facilities, and energy improvements; transportation and related infrastructure improvements; public safety improvements; and cybersecurity upgrades.
