H 390 (2025-2026) MEDICAID PREPAID HEALTH PLAN PRACTICES. (NEW) Filed Mar 12 2025, AN ACT TO ALLOW CERTAIN MEDICAID PREPAID HEALTH PLAN PRACTICES.

Senate amendment to the 2nd edition makes the following changes. 

Removes language conditioning the act's changes to GS 108D-65 on House Bill 696, 2025 Regular Session (H 696) becoming law. Makes conforming change to citation of GS 108D-65 in the act. Allows the Department of Health and Human Services to set parameters to ensure consistent claims coding among Prepaid Medicaid Health Plans. Removes provisions amending GS 108D-65 if H 696 did not become law.

H 1123 (2025-2026) UNC OMNIBUS & CAPITAL CONTRACTING LAW CHANGES. Filed Apr 29 2026, AN ACT TO MAKE VARIOUS CHANGES RELATED TO THE UNIVERSITY OF NORTH CAROLINA AND UPDATES TO STATUTES RELATED TO CONTRACTING FOR CAPITAL PROJECTS.

House committee substitute to the 1st edition makes the following changes.

Part I.

Section 1.

Clarifies that the purposes and authorizations set forth in Part I relate solely to Part I (was, the purposes and authorizations of “the act”). Makes conforming changes.

Part III.

Section 3.

Updates the effective date to the tuition grant changes for students of the NC School of Science and Mathematics or the NC School of the Arts so it applies to the award of tuition grants in the 2026-27 academic year (was, 2025-26 academic year).

Part IV (was, Part VI).

Section 4 (was, Section 6).

Removes the $1 million appropriation from the State Capital and Infrastructure Fund to UNC for 2026-27 to be used for time-limited capital project management positions at the System Office, as described. Changes the effective date for Section 4 from July 1, 2026, to when the act becomes law.

Makes conforming organizational changes to act to account for reorganization of Part VI into Part IV.

S 229 (2025-2026) COLLEGE SPORTS UPDATES. (NEW) Filed Mar 4 2025, AN ACT TO EXEMPT RECORDS CONTAINING REVENUE SHARING INFORMATION FROM PUBLIC RECORDS REQUIREMENTS; TO ALLOW CONSTITUENT INSTITUTIONS TO CLASSIFY ALL GRADUATE STUDENT-ATHLETES RECEIVING FULL SCHOLARSHIPS AS NORTH CAROLINA RESIDENTS FOR TUITION PURPOSES; TO EXPAND PERMITTED SALE OF ALCOHOLIC BEVERAGES IN CONNECTION WITH UNIVERSITY SPONSORED SPORTS EVENTS; AND TO REMOVE CERTAIN LIMITATIONS ON RAFFLES CONDUCTED BY CONSTITUENT INSTITUTIONS AND ASSOCIATED NONPROFIT ORGANIZATIONS.

House committee substitute to the 2nd edition replaces the prior edition in its entirety with the following. Makes conforming changes to act’s long and short titles.

Part I.

Adds records held by a UNC constituent institution with information pertaining to (1) overall revenue sharing budget (defined), (2) allocation of its revenue sharing budget by team or program, and (3) allocations of its revenue sharing budget to individual student-athletes to the list of confidential records exempt from disclosure under GS 132-1.2 (confidential information under State public records law).

Part II.

Expands the recipients of full scholarships available under GS 116-143.3 to graduate students at UNC constituent institutions.

Part III.

Expands where alcohol may be sold at college sports events under GS 18B-1006(10) to include areas that are within a designated satellite area on the campus or property of the public college or university during the period of time beginning six hours before a sports event sponsored by the  public college or university in the stadium, athletic facility, or arena and ending three hours after the conclusion of the sports event. Makes clarifying and conforming changes.

Part IV.

Exempts raffles conducted by UNC constituent institutions and nonprofits affiliated with a constituent institution from the limits on raffles in GS 14-309.15.

Part V.

Applies beginning with the 2026-27 academic year.

H 1018 (2025-2026) REMOVE CAP: SATELLITE ANNEXATIONS. (NEW) Filed Apr 21 2026, AN ACT REMOVING THE CAP ON SATELLITE ANNEXATIONS FOR THE TOWNS OF CLEVELAND AND SPRUCE PINE.

House committee substitute to the 1st edition replaces the municipality exempt from the cap on satellite annexations under the act from the Town of East Spencer to the towns of Cleveland and Spruce Pine. Makes conforming changes to act's long and short titles.

House committee substitute to the 1st edition makes technical change to the description of the Town of Conetoe's Charter (SL 1887-154), to reference the Code of Ordinances adopted by the town on March 11, 2025.

House committee substitute to the 1st edition also removes the cap on satellite annexations for the Town of Erwin.  Makes technical change to depiction of GS 160A-58.1 to indicate the version changed by the statute is GS 160A-58.1 as amended by SL 2025-14. Makes conforming changes to the act's short and long titles.

House committee substitute to the 1st edition makes the following changes. Amends Section 9 of Stanly’s Town Charter, SL 1911-233, as amended, as follows. Makes technical and clarifying changes throughout, including referring to the Town instead of City. Changes the act's long title to more closely align with bill content.
