House committee substitute amends the 2nd edition as follows.
Part I.
Makes a technical correction to proposed GS 58-3-25, which prohibits an insurer from refusing to insure, limiting coverage to, or discriminating against an individual based solely and without any additional actuarial risks on the status of an individual as a living organ donor.
Part II.
Amends proposed GS 105-153.11, which establishes a tax credit for live organ donation. Makes clarifying changes to the definition of live organ donation expenses, as well as specifying that expenses are "directly related" if incurred due to a live organ donation procedure or due to evaluation, recovery, follow-up visits, or rehospitalization associated with a live organ donation procedure. Also refers to "transportation" expenses rather than "travel" expenses. No longer explicitly references expenses paid by the taxpayer directly related to the live organ donation by another individual the taxpayer is allowed to claim as a dependent. Instead, expands the provisions providing for credit eligibility to also include a taxpayer who claims as a dependent a person who makes a live organ donation, with the amount of credit equal to the credit allowed if the taxpayer makes a live organ donation. Eliminates the requirement for the taxpayer to add back to taxable income any amount deducted under section 213 of the Internal Revenue Code for medical expenses incurred as a result of the live organ donation.
Amends GS 105-153.5(a)(2)c., to bar a taxpayer from taking a medical expense deduction under the subsubdivision for live organ donation expenses for which a credit was taken under new GS 105-153.11. Effective for taxable years beginning on or after January 1, 2021.

House committee substitute makes the following changes to the 3rd edition.
Eliminates proposed GS 143-254.7, authorizing the Wildlife Resources Commission (WRC) to negotiate fees for all design contracts and supervise the letting of all construction and design contracts, and develop procedures governing the architecture and engineering duties of the Department of Administration and the Director or Office of State Construction with respect to property developments at WRC boating access areas, public fishing areas, and game lands which require the estimated expenditure from sources other than tax revenues of $750,000 or less.
Eliminates the proposed changes to GS 143-341, exempting WRC vehicles used primarily for law enforcement purposes from those required to be included on the Department of Administration's schedule for all State agencies to transfer ownership, custody or control of all passenger motor vehicles of that agency to the Department.
Amends GS 113-273(g), changing the fee structure of controlled hunting preserve operator licenses. Now sets the fee for a controlled hunting preserve operator license for rabbits at $25 and for domestically raised birds, foxes, and coyotes at $100 (was a flat fee of $100).
Makes conforming organizational changes, renumbering the act's sections.
House amendment makes the following changes to the 2nd edition.
Revises proposed subsection (b) of GS 14-33, which requires State agencies and political subdivisions to purchase from nonprofit work centers for the blind and severely disabled the Secretary of Administration has contracted with for goods and services if certain criteria are met, by removing political subdivisions of the State from the new subsection's requirements. Makes conforming changes to the act's long title.
Makes a technical correction to the proposed changes to GS 143-48.2 (Procurement Program for Nonprofit Work Centers for the Blind and Severely Disabled).

House amendment #1 amends the 3rd edition of the bill by making a technical change to the effective dates. Sections 1 through 4 are effective December 1, 2021, and section 5 is effective July 1, 2021.

House amendment #1 amends the 3rd edition of the bill by doing the following: (1) adding a new section appropriating $250 million in non-recurring funds to the Department of Health and Human Services, Division of Child Development and Early Childhood Education, from Federal Child Care and Development block grant funds received under the American Rescue Plan Act of 2021, P.L. 117-2, for subsidized child care for eligible children; (2) changing the long title to reflect the additional appropriation; and (3) making a change to section labels to conform with the additional section.
Senate amendment revises the 1st edition to provide that the Senate specifically disapproves of and does not consent to the appointment of Dionne Delli-Gatti as Secretary of the Department of Environmental Quality, having given due consideration to the matter. Explicitly states the Senate's determination not to confirm Delli-Gatti. Makes conforming changes to the act's long title.

Senate amendment to the 2nd edition makes the following changes.
Section 1
The previous edition requires each municipality with elections delayed pursuant to the act to review and revise its electoral districts upon the release of the 2020 Census data by the US Census Bureau by November 17, 2021, and provide the revised electoral districts to the appropriate county board(s) of election by November 19, 2021, with municipalities unable to revise their districts to notify the appropriate county board of elections. Now requires each municipality with a delayed election to notify the appropriate county board(s) by November 12, 2021, of whether the municipality will be able to provide electoral districts revised pursuant to State and federal law by November 17, 2021. Requires those notifying the board(s) of the inability to do so to provide electoral districts revised pursuant to State and federal law by December 17, 2021. Requires the board(s) to set the filing period to be used for the municipality's delayed elections, as previously identified, with the filing period for delayed elections to be (1) noon December 6, 2021, until noon December 17, 2021, for municipalities providing the electoral districts revised in accordance with State and federal law to the appropriate county board(s) by November 17, 2021, or (2) noon on January 3, 2022, and close at noon on January 7, 2022, for municipalities providing the electoral districts revised in accordance with State and federal law to the appropriate county board(s) by December 17, 2021. Makes organizational, technical and conforming changes.

Senate amendment amends the 1st edition of the bill as follows.
Deletes the whereas clauses. Instead of requiring the Senate to consider whether to confirm Pamela B. Cashwell as Secretary of the Department of Administration, provides that the Senate has made such consideration and now confirms Pamela B. Cashwell as Secretary of the Department of Administration. Makes conforming changes to the long title.

Senate committee substitute to the 2nd edition makes the following changes.
Revises the proposed changes to Section 3.1 of SL 2017-78, as amended, requiring that the Cleveland County Board of Education (Board) consult, when there is a vacancy, with the county executive committee of the political party of the vacating member. More specifically requires the Board, in the event of a vacancy occurring where a vacating member was elected as the nominee of a political party or appointed to replace such a nominee, to consult with the county executive committee of that political party in filling the vacancy, pursuant to the procedure previously prescribed by the act.
