AN ACT TO ADJUST THE DEPARTMENT OF TRANSPORTATION CERTIFIED BUDGET FOR THE 2020-2021 FISCAL YEAR AND TO IMPLEMENT GOVERNANCE MEASURES AND OTHER MODIFICATIONS RELATED TO THE OPERATIONS OF THE DEPARTMENT. SL 2020-91. Enacted July 6, 2020. Effective July 1, 2020, except as otherwise provided.

H 1234 (2019-2020) CONFIRM GOVERNOR'S APPTS TO MINING COMMSSION. Filed Jul 6 2020, A JOINT RESOLUTION CONFIRMING THE APPOINTMENTS OF SAMUEL T. BRATTON AND BRIAN K. NORTH TO THE NORTH CAROLINA MINING COMMISSION.

Includes whereas clauses. Confirms the Governor's appointments of Samuel T. Bratton and Brian K. North to the North Carolina Mining Commission, to serve the specified terms.

H 1235 (2019-2020) MODIFICATIONS TO 2020 APPOINTMENTS. Filed Jul 6 2020, AN ACT TO MAKE MODIFICATIONS TO APPOINTMENTS MADE IN THE 2020 APPOINTMENTS BILL.

Amends SL 2020-39 as follows.

Extends the end of the term of a member of the North Carolina Child Care Commission by two years.  

Changes the term of one of the members appointed to the North Carolina Professional Educator Preparation and Standards Commission and specifies that this term fills the unexpired term of Ellen McIntyre.

Changes the effective date of the appointment to the Board of Directors of the Roanoke Island Historical Association, Inc, by a month.

Corrects the spelling of a name and shortens the terms of the two appointees to the North Carolina Addictions Specialist Professional Practice Board by two years.

Changes the term of one of the members appointed to the Commission for Mental Health, Developmental Disabilities and Substance Abuse Services and specifies that this term fills the unexpired term of Robin Todd-Hall.

Replaces one of the appointees to the North Carolina Board of Athletic Trainer Examiners.

Changes the Board to which the appointees are named in Section 2.39 from the North Carolina Substance Abuse Professional Practice Board to the North Carolina Addictions Specialist Professional Practice Board.

Adds an appointment to the Private Protective Service Board for the specified term.

S 232 (2019-2020) REPEAL DEATH INVEST CONF/MASKS/HEALTH&SAFETY. (NEW) Filed Mar 12 2019, AN ACT TO REPEAL CONFIDENTIALITY OF CERTAIN DEATH INVESTIGATION INFORMATION AND TO AUTHORIZE INDIVIDUALS TO WEAR MASKS AND FACE COVERINGS FOR HEALTH PURPOSES.

House committee substitute deletes the content of the 2nd edition and replaces it with the following.

Repeals Section 2.5 of SB 168 (DHHS & Other Revisions) if SB 168 becomes law. Section 2.5 enacted GS 130A-386.5, effective October 1, 2020, to establish confidentiality for death investigation information and records provided to the Office of the Chief Medical Examiner (Office) or the Office's agents to the same extent of confidentiality the information and records had while in the possession of the city, county, or other public entity which provided them. The proposed statute further provided that the information and records are not public record unless deemed public record while in the possession of the public entity that provided them.

Eliminates the August 1, 2020, sunset for Section 4.3 of SL 2020-3, which amends GS 14-12.11 by (1) adding to the instances in which a person may wear a mask without violating the specified prohibitions on masks on certain public and private premises to include wearing a mask for the purpose of ensuring the physical health or safety of the wearer or others, and (2) requiring a person wearing a mask for that purpose to remove the mask when requested by a law enforcement officer: (a) during a traffic stop, including a checkpoint or roadblock; and (b) when a law enforcement officer has reasonable suspicion or probable cause during a criminal investigation. Makes clarifying and organizational changes to GS 14-12.11.

Grants criminal and civil immunity to business owners and operators in connection with any provision of an executive order or any municipal or county ordinance related to the public health emergency created by COVID-19 requiring customers to wear mask coverings inside the establishment if the owner or operator clearly posts signage at the establishment's entrance that face coverings are required by executive order or any municipal or county ordinance. Further, grants the business owner or operator posting such signage immunity from being held in violation of any such executive order or municipal or county ordinance. Expires March 1, 2021.

Makes conforming changes to the act's titles.
