Senate amendment makes the following changes to the 4th edition.
Deletes proposed GS 136-45.1, which provided that the Oregon Inlet was considered a transportation corridor for the purposes of GS Chapter 136.
Senate amendments make the following changes to the 3rd edition.
Amendment #1
Amends the provisions for the American Eel Aquaculture Plan pilot project to be developed by the Division of Marine Fisheries (Division) and the Wildlife Resources Commission (WRC), changing the deadline for individuals interested in participating to submit required information to September 1, 2015 (was, July 1, 2015). Adds provisions that require the Division and the Marine Fisheries Commission to issue permits for the harvest and aquaculture of American Eels in North Carolina if the pilot program has not been approved by the Atlantic States Marine Fisheries Commission by January 1, 2016. Sets out allowances and requirements for the permits. Directs the Marine Fisheries Commission to adopt rules to implement these provisions.
Amendment #2
Adds new subsection (a5) to proposed provisions of GS 106-549.97 concerning regulations for farmed cervids allowing the Department of Agriculture and Consumer Services (Department) and the WRC to develop a Memorandum of Agreement (MOA) that authorizes joint enforcement activities. Provides that the MOA can allow the WRC to perform enforcement activities on captive cervid facilities in instances of illegal importation or when deemed appropriate by the Department.

Senate amendment makes the following changes to the 3rd edition.
Deletes Section 2 of SL 1967-1242, as amended by Section 2 of SL 2010-42, which provided that members of the Davie County Board of Education were to be elected in a nonpartisan election.
Beginning in 2016, adds the Davie County Board of Education (Davie Board) to those county boards of education whose members are to be elected on a partisan basis at the time of the general election in each even-numbered year as terms expire. Provides for the election to four-year terms of four members to the Davie County Board in 2016, and every four years thereafter. Also provides that in 2018, and every four years following, three members of the Davie Board are to be elected to four-year terms.
Makes conforming changes to Section 3 of SL 1967-1242, as amended by Section 3 of SL 2010-42, to delete language specifying that the Davie Board elections are to be nonpartisan and that ballots do not include any political party affiliation designation for candidates and instead declares that the election is to be partisan.
Amends Section 4 of SL 1967-1242, as amended by SL 1979-5, SL 1995-307, and Section 4 of SL 2010-42, to provide that members of the Davie Board are to be inducted into office and take the oath of office on the first Monday in December (was, in July) following their election.
Requires vacancies for positions elected to the Davie County Board on a nonpartisan basis in 2012 or 2014 to be filled by appointment made by the remaining members, and beginning in 2016 vacancies on the board for positions elected on a partisan basis must be filled according to GS 115C-37.1. Provides that this does not affect the terms of office of any person elected in 2012 or 2014 to the Davie County Board.
Also provides that regardless of the "Plan of Merger of the Iredell County and Statesville City Schools Board of Education," as amended by Section 2 of SL 2002-18, beginning in 2016 the Iredell-Statesville Schools Board of Education (Iredell-Statesville Board) is added to those school boards whose members are to be elected on a partisan basis at the general election in each even-numbered year as terms expire. Requires that candidates for the Iredell-Statesville Board be nominated at the same time and in the same manner as other county officers. Provides that members are to take office on the first Monday in December following their election and terms of their predecessors are to expire at the same time. Provides that vacancies on the Iredell-Statesville Board for positions elected on a partisan basis are to be filled in accordance with GS 115C-37.1. Requires vacancies for positions elected to the Davie County Board on a nonpartisan basis in 2012 or 2014 to be filled for the unexpired term by the remaining members of the Board.
Amends GS 115C-37.1(d) to make conforming changes to add Davie County and Iredell County to the counties to which the provisions of this statute apply.
Amends the long title.

House committee substitute makes the following changes to the 1st edition.
Amends GS 69-25.1 to require the board of county commissioners of Guilford County to call a special election in the portion of the area that encompasses the Stokesdale Fire Protection District that lies in Guilford County at which qualified voters of the fire protection district vote on the question as to whether to increase the tax collected to provide fire protection in the Stokesdale fire protection district from 10 cents for every $100 of taxable property to 15 cents (was, required the adoption of a resolution by the Stokesdale Town Council requesting a special election prior to the board of county commissioners calling for a special election).
As the Stokesdale Fire Protection District lies in both Guilford County and Rockingham County, also amends GS 69-25.1 to make the same provisions regarding special elections applicable to the portion of the area of the Stokesdale Fire Protection District that lies in Rockingham County.
Limits application of the above provisions to Guilford County and Rockingham County.
Amends GS 69-25.9 to clarify that when an area lies in more than one county, a tax election must be jointly conducted by the board of elections of each county and the cost must be shared equally by all of the counties involved. Makes this section of the act applicable only to Guilford and Rockingham counties.
Requires that the special elections authorized in this act must be held on the same date in each county.
Provides that this act is effective when it becomes law and expires as of December 1, 2016, or upon conclusion of the special elections authorized under this act.
Makes conforming changes to the long title of this act to reflect the changes in the bill content.
