    Amends the effective date to provide that the act becomes effective October 1, 2015, and applies to offenses committed on or after that date (previously, was effective when the act becomes law).

    Amends GS 20-129 to prohibit selling or operating a vehicle, or any motorcycle or motor-driven cycle, manufactured after December 31, 1970, unless it has a stop lamp on each side of the rear of the vehicle. Requires the lamps to emit, reflect, or display a red or amber light visible from no less than 100 feet to the rear, and requires it to be actuated by foot brake. Makes conforming changes to GS 20-129.1 (additional lighting equipment required on certain vehicles).
