Subject to approval by voters at the statewide general election held on November 3, 2026, adds new Section 3 to Article VIII of the State Constitution, prohibiting a person, other than a human being, from exercising political spending power (defined as the legal capacity to spend money or anything of value to influence the outcome of a vote of the electorate) in the State, subject to certain exceptions. Voids any action that violates this section, resulting in the withdrawal of all legal benefits the State confers on the person, including existence, limited liability, or the authorization to transact business, subject only to reinstatement by the NCGA. Requires the State Board of Elections to certify the results of the referendum and if a majority of votes are in favor of the amendment, the Secretary of State must enroll the amendment among the permanent records of that office. If approved, effective upon certification.

House amendment to the 2nd edition adds the following content. Specifies that, for purposes of the 2026 election only, any candidate seeking nomination by petition for municipal office by petition must file that petition by no later than noon on July 6, 2026, with the county board of elections. Otherwise, the candidate must comply with the requirements set forth in Article 11 of GS Chapter 163. Modifies the effective date to make the added content apply to candidate petitions filed on or after the act becomes law.
