Senate amendment to the 3rd edition makes the following changes.
Further amends proposed GS 143-166.3(e) to make the $100,000 death benefit payable to the specified entities when a covered person (includes firefighters, law enforcement officers, noncustodial employees of the Division of Adult Correction and Juvenile Justice of the Department of Public Safety, rescue squad workers, and Senior Civil Air Patrol members) is murdered in the line of duty, so that it is applicable on or after July 1, 2016. Changes the effective date of proposed GS 143-166.3(e) so that it becomes effective upon appropriation by the General Assembly of funds for the implementation of this section and makes it applicable to qualifying deaths occurring on or after July 1, 2016.
AN ACT TO MAKE VARIOUS CHANGES TO THE STATUTES GOVERNING THE WILDLIFE RESOURCES COMMISSION. SL 2019-204. Enacted August 27, 2019. Sections 1 through 6 are effective September 1, 2019. Sections 7 and 12 of this are effective October 1, 2019. Section 9 is effective January 1, 2020. Section 10 of this act is effective December 1, 2019. The remainder of this act is effective August 27, 2019.

House committee substitute to the 1st edition makes the following changes.
Amends the new education bonus to the base tax credit set out in GS 105-129.105 for qualified rehabilitation expenditures for a certified historic structure located in the State. Creates a bonus of 5% of qualified rehabilitation expenditures (was, expenses) not exceeding $20 million if the specified criteria are met. Replaces the proposed criteria with the following: the certified historic structure had an initial use for an educational purpose; is placed into service for an educational purpose following the rehabilitation; and remains used for an educational purpose for each year in which the credit, or carryforward, is claimed. Requires that the bonus for a certified historic structure used for multiple purposes be proportionate to the amount of the certified historic structure used for an educational purpose. Deletes proposed (a1), which created an alternative credit in the same amount as allowed under the new provision for rehabilitation expenses that would have been qualified rehabilitation expenditures if the building was a certified historic structure.

House committee substitute to the 1st edition makes the following changes.
Amends reenacted GS 105-130.34, providing C corporations with an income tax credit for certain real property donations, and GS 105-151.12 (now recodified as GS 105-153.11), providing individuals with income tax credits for donations of certain real property, by limiting the applicability of the credit to the donation of an interest in real property located in the State that is useful as a buffer to limit land use activities that would restrict, impede, or interfere with military training, testing, or operations on a military installation or training area or otherwise be incompatible with the mission of the installation (previously also included use for farmland protection or floodplain protection in a county that in the three years preceding the donation, was the subject of a Type II or III gubernatorial disaster declaration as a result of a natural disaster). Makes conforming changes to the long title. Changes the effective date of the act to taxable years beginning on or after January 1, 2020 (was, 2019), expiring for taxable years beginning on or after January 1, 2024 (was, 2023).

Conference report makes the following changes to the 4th edition.
Deletes Part II of the act, which established the Joint Legislative Task Force on Sudden Cardiac Arrest in Student Athletes.
Makes conforming changes to the act's long title.
Conference report deletes all content of the 3rd edition and replaces it with the following.
Requires the North Carolina State Lottery Commission (Commission) to study four specified issues related to gaming in North Carolina, including the feasibility of authorizing and regulating sports betting, on-site betting at horse steeplechases, and the creation of a commission to provide gaming oversight. Requires the study to include an examination of the following: (1) gaming activities currently prohibited, gaming activities currently authorized by the State, and the feasibility of the NCGA authorizing new gaming activities; (2) sports betting, including five specified related issues; (3) on-site betting at horse steeplechases, including four specified related issues; (4) creating a gaming division or commission to provide administration, oversight, and enforcement of gaming regulations in this state, including a review of the 3rd edition of this act; (5) whether any additional resources may be needed for assistance with gambling addictions; and (6) any other matters the Commission deems relevant. Requires the Commission to contract with an independent third party to conduct research for the study required, using funds appropriated to the Commission. Requires a report to the specified NCGA committee on or before April 15, 2020.
Makes conforming changes to the act's titles.

House amendments to the 5th edition, as amended, make the following changes.
Amendment #6 amends GS 163A-1317 to increase the punishment for selling or attempting to sell, or purchasing or agreeing to purchase, a completed written request, a completed application for absentee ballots, or voted absentee ballots from a Class 1 misdemeanor to a Class I felony. Increases the punishment for compensating another, or accepting compensation, based on the number of returned written requests for absentee ballots from a Class 1 misdemeanor to a Class I felony.
Amendment #7 amends GS 163A-1303 by adding that if a county board of elections opens one-stop sites on Saturdays, all one-stop sites must be open on the last Saturday before the election, for the hours required under GS 163A-1300(b) for that last Saturday.
