House committee substitute to the 2nd edition adds the following.
Amends GS 143B-1406, adding to the authorized uses of distributions from the 911 Fund by a public safety answering point (PSAP). Now allows distributions to be used to pay the costs of contracting for communications services incurred by a city or county that operates a PSAP so long as three requirements are satisfied: (1) the city and/or county have a written agreement with a major military installation that operates a PSAP, (2) the written agreement requires the parties to mutually serve as a back-up PSAP or military secondary PSAP for each other, and (3) the communication services contract is necessary to ensure the city- or county-operated PSAP establishes and maintains the maximum amount of next generation 911 system compatibility with the PSAP operated by the major military installation.
Amends GS 143B-1400 to add Military Secondary PSAP to the defined terms applicable to Part 10, Emergency Telephone Service, of Article 15, concerning the Department of Information Technology.
Provides that these changes apply to distributions for the 2019-20 fiscal year and subsequent fiscal years.
Makes conforming changes to the long title.
