Amends GS 95-25.3 to add a new subsection (a1) that requires the minimum wage to be increased on January 1, 2014, and every January 1 thereafter, by the cost of living as measured by the percentage increase of the consumer price index calculated by the US Department of Labor. Requires the Commissioner of Labor to calculate the indexed minimum wage. Effective when the act becomes law.

Under current law it is unlawful for a school bus driver to drive a school bus occupied by one or more children at a rate of speed more than 45 miles and unlawful to drive a school activity bus at a rate of more than 55 miles per hour on the state's highways or public vehicular areas.
Amends GS 20-218(b) as the title indicates. Requires a school bus driver to drive a school bus or a school activity bus no faster than the posted speed limit on public highways or public vehicular areas of the state, providing that there areno child passengers on the school bus or activity bus. Also provides that the driver is not required to use hazard lights when traveling on the interstate when no children are on board.

Current law provides that a matricula consular (Consular Identification Card) issued by the Mexican Consulate for North Carolina, or a substantially similar documentissued by the consulate or embassy of another country,is acceptable as a reasonably reliable indicator of residency for specified purposes.
Adds new Article 18, Identification Documents, to GS Chapter 15A, enacting new GS 15A-306 todeclare thatdocuments issued by a consulate or embassy of another country, including the matricula consular, are no longer acceptable to useasanidentification card or as an indicator of residency by a justice, judge, clerk, magistrate, law enforcement officer, or other government official.
Prohibits any local government from establishing by policy or ordinancethe use ofamatriculaconsularor similar document issued by a consulate or embassy of another country as a form of identification to determine the identity or residency of any person. Repeals any local government policy or ordinance that contradicts this provision of new GS 15A-306.
Makes conforming changes to GS 20-7(b4), GS 58-2-164(c),andGS 106A-55.3(b).

Amends Article 12 of GS Chapter 105 by enacting new, GS 105-282.2, requiring a municipality to release or refund any property taxes levied on property within that municipality's corporate limits for six months or less prior to deannexation if no notice of the tax has yet been sent to the taxpayer; eligible taxpayers are not required to apply for the refund or release which must be made pursuant to Article 27 of GS Chapter 105. Effective when the act becomes law.

Amends GS 130A-125 to require the Newborn Screening Program to include a pulse oximetry screening for each newborn in order to detect congenital heart defects. Directs the Commission for Public Health to adopt temporary and permanent rules to include pulse oximetry screening in the Newborn Screening Program. Specifiesissues that must be addressed by the rules governing pulse oximetry screening.
