    Amends GS 14-247 as the title indicates, adding a personal use exemption for publicly owned vehicles used by the Rowan County sheriff's office. Provides that the county sheriff is to provide written notice as to the circumstances under which a member of the county sheriff's department may use a law enforcement vehicle for personal use. Allows the county board of commissioners to overturn the county sheriff's determination of when an exemption applies by a simple majority vote. Applies only to Rowan County.
