H 437 (2025-2026) DRUG-FREE ZONES/UNAUTHORIZED PUBLIC CAMPING. (NEW) Filed Mar 18 2025, AN ACT TO ESTABLISH DRUG-FREE HOMELESS SERVICE ZONES AND INCREASE THE PUNISHMENT IMPOSED FOR COMMITTING CERTAIN DRUG OFFENSES IN A DRUG-FREE HOMELESS SERVICE ZONE AND TO BAN UNAUTHORIZED PUBLIC CAMPING OR SLEEPING IN THE STATE AND LOCAL GOVERNMENT UNITS OF THE STATE.

Senate committee substitute to the 3rd edition makes the following changes.

Amends proposed GS 160D-917 (camping in public spaces) by replacing the Department of Health and Human Services with the Department of Labor throughout. Adds the requirement that the Department of Labor adopt rules to implement the statute by June 30, 2027. Changes the statute’s effective date from October 1, 2026, to June 30, 2027.

Filed Apr 30 2026, AN ACT TO PROVIDE WHISTLEBLOWER AND EMPLOYMENT PROTECTION TO HEALTHCARE WORKERS, TO LIMIT THE CHIEF EXECUTIVE OFFICER COMPENSATION OF NOT-FOR-PROFIT HOSPITALS THAT RECEIVE STATE FUNDS, AND TO EXEMPT THE DEPARTMENT OF STATE TREASURER FROM DEPARTMENT OF HEALTH AND HUMAN SERVICES REVIEW.

Senate committee substitute to the 1st edition makes the following changes. Makes conforming changes to the act’s long title.

Removes proposed new Article 11C, Preserving Competition in Healthcare Act, in GS Chapter 131E and the appropriation to the Office of State Auditor.

Appropriates $50,000 for 2026-27 from the General Fund to the North Carolina Medical Care Commission for the reporting provisions in GS 131E-99.1 under the act.

Amends GS 131E-184 by exempting from certificate of need review any new institutional health service established, developed, or acquired by any entity working in partnership or conjunction with the Department of State Treasurer.
