Senate amendment #1 makes the following changes to the 2nd edition.
Section 3
Further amends GS 143B-135.104 to no longer require the Secretary of the Department of Natural and Cultural Resources (DNCR) to recommend State scenic trail routes or select State recreation trail routes or connecting or side trail routes after consulting the North Carolina Trails Committee. Also removes language allowing the Secretary to provide technical assistance to local governments or nonprofits that develop, construct, or maintain designated trails or other public trails that complement the State trails system.
Section 4
Repeals GS 143-320(3), which defined recreation as the term is used in Article 34, Local Affairs. Enacts an identical definition of recreation in new GS 143B-50.1 as repealed in GS 143-320. Making conforming organizational changes, recodifying GS 143-323(a) and (d) as GS 143B-50.1(b) and (c) rather than (a) and (b).

Senate committee substitute to the 3rd edition makes the following changes.
Amends GS 163A-1145.2 by amending the criteria to be met before the State Board of Elections (State Board) is to approve the use of student identification cards issued by a constitutent institution of UNC, a community college, or an eligible private post-secondary institution for voting identification, by allowing the chancellor, president, or registrar of the university or college to submit the documentation of meeting the specified requirements (previously generally required the university or college to submit such documentation). Further amends the criteria to be met to require that if the photo on the identification card is not produced by the university or college or its agent, that the university or college certify that the process used to ensure that the photo is of the student to whom the identification card is issued is designed to confirm the identity of the student to whom the identification card is issued. Also requires that the entity certify in detail (was, explain in detail) the process used to ensure that the photo is of that student to whom the identification card is issued. Adds the requirement that the State Board publish sample student identification cards for each participating university and college.
Amends GS 163A-1145.3 by amending the criteria to be met before the State Board of Elections (State Board) is to approve the use of employee identification cards for voting identification, by allowing the head elected official or lead human resources employee of the state or local government entity or charter school to submit the documentation of meeting the specified requirements (previously generally required the state or local government entity or charter school to submit such documentation). Further amends the criteria to be met to require that if the photo on the identification card is not produced by the state or local government entity or charter school, that the entity certify that the process used to ensure that the photo is of the student to whom the identification card is issued is designed to confirm the identity of the employee to whom the identification card is issued. Also requires the entity to certify in detail (was, explain in detail) the process used to ensure that the photo is of that employee to whom the identification is issued. Adds the requirement that the State Board publish sample employee identification cards for each participating State or local government entity or charter school.

Senate committee substitute to the 1st edition makes the following changes.
Adds to the proposed changes to the Town of Black Mountain's charter, SL 1951-747, as amended. Removes the provision requiring a member of the board of aldermen to forfeit his or her office if convicted of a crime while in office. Makes language gender neutral. Specifies that the regular election for mayor and members of the board of aldermen is to be conducted using the nonpartisan plurality method pursuant to specified state law. Requires the Buncombe County Board of Elections to set the time period for filing notices of candidacy for candidates seeking municipal office and to notify the Town of the time period set.
Similar to the proposed changes to the Town of Black Mountain's charter, amends the Town of Biltmore Forest's charter, SL 1923-32, as amended, as title indicates. Also provides that in 2020 and quadrennially thereafter, the mayor and three commissioners are to be elected to four-year terms using the nonpartisan plurality method pursuant to specified state law. Requires the Buncombe County Board of Elections to set the time period for filing notices of candidacy for candidates seeking municipal office and to notify the Town of the time period set. Prohibits holding a municipal election in 2019 and extends the terms of the mayor and three commissioners whose terms expire in 2019 until 2020. Regular municipal elections must be conducted in 2020.
Further, amends the Town of Ronda's charter, SL 1961-810, as title indicates. Establishes that Town officers include a mayor and five commissioners, each serving four-year terms and elected using the nonpartisan plurality basis pursuant to specified state law. Requires the Wilkes County Board of Elections to set the time period for filing notices of candidacy for candidates seeking municipal office and to notify the Town of the time period set. Extends the terms of the mayor and two commissioners whose terms expire in 2019 until 2020, and the terms of the three commissioners whose terms expire in 2021 until 2022. Also provides that in 2020 and quadrennially thereafter, the mayor and two commissioners are to be elected to four-year terms, and in 2022 and quadrennially thereafter, three commissioners are to be elected to four-year terms. Prohibits holding a municipal election in 2019. Regular municipal elections must be conducted in 2020.

Senate committee substitute to the 1st edition makes the following changes.
Modifies and adds to the proposed changes to the Town of Montreat's charter, SL 1985-295, as amended. Now provides that in 2020 and quadrennially thereafter, two rather than three commissioners are to be elected to four-year terms and in 2022 and quadrennially thereafter, three rather than two commissioners are to be elected to serve four-year terms. Specifies that regular municipal elections are to be held in the Town on Tuesday after the first Monday in November in each even-numbered year (previously generally required elections to be held in even-numbered years). Requires that commissioners be elected by the nonpartisan plurality method of election pursuant to specified state law rather than as provided in the charter. Further, requires the Buncombe County Board of Elections to set the time period for filing notices of candidacy for candidates seeking municipal office and to notify the Town of the time period set.
