Conference committee report makes the following changes to the 6th edition.
Changes the amendment to GS 130A-440 to require a parent, guardian, or person standing in loco parentis to be notified at the time of a child's enrollment in the public schools that a health assessment transmittal form is needed on or before the child's first day of attendance.
Clarifies that if the form is not submitted within 30 calendar days of a child's first day of attendance, the child may not be permitted to attend school.

House committee substitute makes the following changes to the 2nd edition.
Returns content to the same as provided for in Section 1 of the 1st edition by amending GS 7A-343.1, to make a substantial reduction in the distribution of hard copies of the appellate division reports at state expense, decrease the number of recipients and decrease the number of copies to the remaining recipients. Directs the Administrative Officer of the Courts to develop a process for making copies of the appellate division reports available for purchase at a purchase price that equals the actual cost to the state for publication and shipping of the report. Enacts new GS 7A-343.1(c), requiring that the appellate division reports be available electronically through publication in a downloadable format on a publicly available website, at no cost to the recipient.
Makes a technical change to GS 7A-343.1(b), reflecting current law.

House amendment changes the effective date of an amendment to GS 96-15(h) to October 1, 2015, from January 1, 2016.
House committee substitute makes the following changes to the 2nd edition.
Amends GS 20-79(d) by removing proposed language allowing a demonstration permit to be issued according to the subsection by a franchised motor vehicle dealer who loans a vehicle without any additional charge, to the customer having a vehicle serviced or repaired by the dealer. Retains the provisions under which a franchised motor vehicle dealer is not prohibited from using a demonstration permit.
Includes a requirement in GS 63-96 that the Division of Aviation of the Department of Transportation (the Division) provide notice to an applicant for a permit for commercial operation of unmanned aircraft systems of the Division's decision within 10 days.
Changes the amendment to GS 63-96 to require that rules adopted by the Division for designating a geographic area within which a permittee is authorized to operate an unmanned aircraft system be no more restrictive than the rules or regulations adopted by the Federal Aviation Administration for the same purpose.
Makes additional organizational, clarifying, and technical changes.
House committee substitute deletes all provisions of the 2nd edition and replaces it with AN ACT AUTHORIZING THE DIRECTOR OF THE BUDGET TO CONTINUE EXPENDITURES FOR THE OPERATION OF GOVERNMENT AT THE LEVEL IN EFFECT ON JUNE 30, 2015, UNTIL AUGUST 31, 2015.
Extends the provisions of the current continuing resolution, SL 2015-133, from August 14, 2015, to August 31, 2015.
Complies with certain grant and statutory requirements by (1) appropriating fiscal year 2015-16 funds to the JDIG Reserve pursuant to GS 143C-9-6 and GS 143B-437.61; (2) appropriating fiscal year 2015-16 funds to the One North Carolina Fund pursuant to GS 143B-437.71 and GS 143B-437.72; (3) amending SL 2015-133 to appropriate additional TANF block grant funds for subsidized child care that must be spent to avoid their loss; and (4) allowing state agencies to spend funds received from grant awards that are for less than $2.5 million, do not require matching funds, and will not be used for a capital project.
Allows the Office of Information Technology Services to continue billing state agencies and local governments using the rates previously approved for fiscal year 2014-15.
Appropriates receipts from fee increases authorized by SL 2014-100 for the purposes set forth in GS 113-173.1(b), the At-Sea Observer Program.
Effective September 1, 2015, appropriates funds from funding available to the Office of Digital Infastructure for certain positions in the Office of Information Technology Services and revises child care subsidy policy to exclude the income of a nonparent relative caretaker from eligibility determinations.
