    House committee substitute deletes the content of the 2nd edition and replaces it with the following.

    Repeals Section 2.5 of SB 168 (DHHS & Other Revisions) if SB 168 becomes law. Section 2.5 enacted GS 130A-386.5, effective October 1, 2020, to establish confidentiality for death investigation information and records provided to the Office of the Chief Medical Examiner (Office) or the Office's agents to the same extent of confidentiality the information and records had while in the possession of the city, county, or other public entity which provided them. The proposed statute further provided that the information and records are not public record unless deemed public record while in the possession of the public entity that provided them.

    Eliminates the August 1, 2020, sunset for Section 4.3 of SL 2020-3, which amends GS 14-12.11 by (1) adding to the instances in which a person may wear a mask without violating the specified prohibitions on masks on certain public and private premises to include wearing a mask for the purpose of ensuring the physical health or safety of the wearer or others, and (2) requiring a person wearing a mask for that purpose to remove the mask when requested by a law enforcement officer: (a) during a traffic stop, including a checkpoint or roadblock; and (b) when a law enforcement officer has reasonable suspicion or probable cause during a criminal investigation. Makes clarifying and organizational changes to GS 14-12.11.

    Grants criminal and civil immunity to business owners and operators in connection with any provision of an executive order or any municipal or county ordinance related to the public health emergency created by COVID-19 requiring customers to wear mask coverings inside the establishment if the owner or operator clearly posts signage at the establishment's entrance that face coverings are required by executive order or any municipal or county ordinance. Further, grants the business owner or operator posting such signage immunity from being held in violation of any such executive order or municipal or county ordinance. Expires March 1, 2021.

    Senate committee substitute to the 1st edition makes the following changes. Deletes the previous provisions and now provides the following.

    Enacts GS 143B-1218 to require administrators of the 12 specified programs to (1) determine the number of veterans, service members, and their families served and track the services, benefits, and discounts provided to them and (2) track outcomes for veterans, service members, and their families in accordance with outcome measures established by the Department of Military and Veterans Affairs (DMVA). Some of the programs included are the Veteran Scholarship Program, the National Guard Pension Fund, the NC Central School of Law and UNC Chapel Hill veterans' law clinics, and the Substance Abuse Services Initiative for the NC National Guard. Requires the administrators to annually report the information collected during the previous fiscal year to the DMVA no later than September 1. Requires the DMVA to annually report the information it receives from the program administrators, beginning December 1, 2020, to the specified NCGA committee.

    Enacts new GS 143B-1218 requiring the Department of Military and Veterans Affairs to track the following types of programs by documenting, collecting, and analyzing the effect of the programs on the outcomes of veterans and their families: (1) programs to assist veterans in obtaining access to health care, (2) programs to assist veterans and their families in obtaining housing and other social supports, (3) programs to assist veterans in obtaining employment, (4) programs to provide financial assistance to veterans and their families, and (5) any other programs designed to serve veterans and their families in this state. Requires the use of a mixed-methods approach that combines outcome-based evaluation and impact evaluation. Requires an annual report, beginning November 1, 2020, to the specified NCGA committee.
