Senate committee substitute to the 1st edition made changes to the long title.  The original title is as follows:

AN ACT TO PROVIDE THAT THE STATUTE OF LIMITATIONS SHALL BE TOLLED WHEN A MISDEMEANOR IS DISMISSED WITH LEAVE AND TO PROVIDE THAT THE RESULTS OF HGN TESTS SHALL BE ADMISSIBLE WHEN GIVEN BY A PERSON WHO HAS SUCCESSFULLY COMPLETED HGN TRAINING AND THE TEST IS ADMINISTERED IN ACCORDANCE WITH THE PERSON'S TRAINING.

House committee substitute to the 2nd edition made changes to the short and long titles.  The original titles were as follows:

AMEND VARIOUS DWI STATUTES.

AN ACT TO PROVIDE THAT THE STATUTE OF LIMITATIONS FOR MISDEMEANORS IS SATISFIED IF CHARGED WITHIN TWO YEARS OF THE OFFENSE AND TO PROVIDE THAT THE RESULTS OF HGN TESTS SHALL BE ADMISSIBLE WHEN GIVEN BY A PERSON WHO HAS SUCCESSFULLY COMPLETED HGN TRAINING AND THE TEST IS ADMINISTERED IN ACCORDANCE WITH THE PERSON'S TRAINING.

    Changes the long and short titles. Deletes all provisions of the previous edition and now makes the following appointments upon recommendation of the Speaker.

    Appoints Haywood Edwin White III to the Board of Trustees of the University of North Carolina at Wilmington for a term expiring on June 30, 2019, to fill the unexpired term of Christopher J. Leonard.

    Appoints Harvey "Keith" Purvis to the North Carolina Agriculture Finance Authority for a term expiring on June 30, 2019, to fill the unexpired term of Anthony L. Gordon.

    Amends GS 15-1. Tolls the statute of limitations for crimes of deceit and malicious mischief, and the crime of petit larceny where the value of the property does not exceed $5, and all misdemeanors except malicious misdemeanors, during the time a misdemeanor is dismissed with leave. Requires those same crimes to be charged (was, presented or found by the grand jury) within two years after the commission of the crime, and specifies that the provision preserving the validity of a defective indictment preserves any criminal process. Effective December 1, 2017, and applies to offenses committed on or after that date.

    Amends GS 8C-1, Rule 702(a1), to authorize expert testimony on the results of a Horizontal Gaze Nystagmus Test, administered in accordance with the expert's training (currently does not require administration in accordance with training). Requires an expert to have administered a drug influence evaluation, and who hold a certification as a Drug Recognition Expert, for expert testimony on a person's impairment by impairing substances (currently does not require the administration of the evaluation). Effective when the act becomes law.
