Conference report to the 6th edition makes the following changes.
Modifies proposed GS 9-6.2, regarding reports of excusals from jury duty based on disqualification. Clarifies that the records retained by the State Board of Elections (State Board) regarding disqualification from jury duty based on citizenship are public records, except as prohibited by federal statute.
Makes a similar clarification to GS 163-82.14, concerning registered voter list maintenance, to deem noncitizen records under new subsection (c1) public records, except as prohibited by federal statute. Further amends the proposed new provisions in GS 163-82.14 to no longer require the State Board to quarterly publish on its website the voter registration status of persons disqualified from jury duty based on citizenship.

Eliminates the provisions of previous Part II of the act, which required the Utilities Commission to study the advisability of authorizing certain alternative methods to fixing rates.
Makes conforming organizational changes. Changes the act's titles.

Conference report to the 2nd edition makes the following changes.
Removes the described parcel from the City of Greensboro’s corporate limits. Provides a savings clause for property tax liens held by the City before the effective date of the act. Effective June 30, 2020. Declares property in the described parcel as of January 1, 2020, no longer subject to municipal taxes for taxes imposed for taxable years beginning on or after July 1, 2020.
Amends SL 1987-322 regarding elections of the McDowell County Board of Elections and Board of Education. Makes the existing provisions in Section 3 that are currently applicable to the Board of Elections instead applicable to the Board of Education, with members serving four-year terms. Provides for the election of Board of Education members from elementary attendance zones beginning in 2020 and 2022, as specified, notwithstanding the merger plan for the Marion City Board of Education and McDowell County Board of Education. Sets out residency requirements and related administrative provisions.
Makes conforming changes to the act's titles.
