S 220 (2019-2020) REMOVAL OF POLITICAL SIGNS BY CITIZENS. Filed Mar 11 2019, AN ACT TO ALLOW ANY CITIZEN TO REMOVE A POLITICAL SIGN THAT REMAINS IN A PUBLIC RIGHT-OF-WAY THIRTY DAYS AFTER THE TIME WITHIN WHICH POLITICAL SIGNS ARE TO BE REMOVED, TO PROVIDE A WINDOW OF TIME BEFORE THE OPENING AND AFTER THE CLOSE OF POLLS FOR POLITICAL ADVERTISING TO BE PLACED AND COLLECTED AT THE VOTING PLACE, AND TO ALLOW THE EXECUTIVE DIRECTOR OF THE STATE BOARD OF ELECTIONS TO MODIFY THE REQUIRED CERTIFICATION DATES FOR THE 2019 ELECTION CYCLE IF NEEDED.

House committee substitute to the 3rd edition makes the following changes.

Amends GS 163A-1046 by adding a requirement that the county board of elections ensure that each precinct voting place allows candidates at least 36 hours before the opening of the voting place and at least 36 hours after it closes, to place and retrieve political advertising. Allows any political advertising placed outside of these times to be removed by the property owner. Amends GS 163A-1134 by adding to the conditions that must be met in order for the Executive Director of the State Board of Elections to grant special permission for a county board of elections to enter into an agreement with the owners or managers of a nonpublic building to use the building as a voting place on the condition that election-related activity not be permitted on their property adjacent to the buffer zone, to also require that the county board have attempted to secure as a term of the agreement at least 36 hours prior to the opening of the voting place and at least 36 hours after closing for candidates to place and retrieve political advertising. Allows the agreement to provide that any political advertising placed outside of those times be removed by the property owner.

Gives the Executive Director of the State Board of Elections, in the 2019 elections only, authority to reduce the canvass period by whatever time necessary to ensure orderly elections on the legally required election schedule. Requires at least two weeks' notice if the period is shortened, to be provided to the county board and to the public. Effective when the act becomes law and expires November 7, 2019. 

Makes conforming changes. Amends the act's long title.

S 311 (2019-2020) (2019-2020) MASSAGE BOARD MEMBERSHIP. Filed Mar 19 2019, AN ACT TO EXPAND THE MASSAGE AND BODYWORK THERAPY BOARD TO INCLUDE AN ESTABLISHMENT OWNER.

House committee substitute to the 2nd edition makes the following changes.

Increases the membership of the North Carolina Board of Massage and Bodywork Therapy from seven to eight, increasing from four to five the number of members who must be licensed massage and bodywork therapists who have been in practice for at last five of the last seven years; reinstates the Governor's appointment of one of those five members.

S 394 (2019-2020) CHANGES TO ESTATES & TRUSTS STATUTES. Filed Mar 27 2019, AN ACT TO MAKE VARIOUS CHANGES TO THE GENERAL STATUTES CONCERNING ESTATES, TRUSTS, AND GUARDIANSHIPS, AS RECOMMENDED BY THE NORTH CAROLINA BAR ASSOCIATION.

House committee substitute to the 1st edition makes the following changes.

Provides that Section 4 of the act, enacting new GS 1-56.1, which provides that there is no statute of limitation for an action to reform, terminate, or modify a trust pursuant to GS 36C-4-410 through GS 36C-4-416, also applies to all judicial proceedings concerning trusts commenced before the effective date of the act, unless the court finds that the application of Section 4 would substantially interfere with the effective conduct of the judicial proceeding or prejudice the rights of the parties. Makes additional clarifying changes to the act's effective date provision.

S 594 (2019-2020) REGISTER OF DEEDS UPDATES. Filed Apr 3 2019, AN ACT TO CLARIFY THE STANDARDS AND REQUIREMENTS FOR THE REGISTRATION OF CERTAIN LAND RECORDS WITH THE REGISTER OF DEEDS, TO MAKE CHANGES TO THE PROHIBITION ON FILING FALSE LIENS OR ENCUMBRANCES, AND TO PROVIDE SUGGESTED FORMS FOR THE REGISTRATION OF ASSUMED BUSINESS NAMES.

House committee substitute to the 1st edition makes the following change.

Amends GS 66-71.5 to prohibit a person from including in an assumed business name the terms "corporation," "incorporated," "corp.," or "inc.," unless the entity is a corporation organized under GS Chapters 55 or 55A (was, GS Chapter 55 only).

House committee substitute to the 2nd edition makes the following changes.

Adds the following to the act. Abolishes the office of coroner in Bladen County. Specifies that GS Chapter 152 (Coroners) is not applicable to Bladen County. Effective on the earlier of the vacancy in the office of coroner in Bladen County or the expiration of the current elected term of office. Makes conforming changes, including amending the act's long title.
