House committee substitute makes the following changes to the 3rd edition.
Deletes proposed changes made to GS 153A-292 which allowed a board of county commissioners to establish, by ordinance, a program for collecting residential recyclable materials, including fees as specified.
Amends GS 159-32 concerning daily deposits of moneys collected or received by local governments or public authorities, eliminating required monthly deposits and allowing such moneys to be deposited or submitted to a licensed and recognized cash collection service daily (previously, only allowed moneys to deposited daily). Specifies that deposits are required only when the total is $250 or greater, and removes the requirement that a deposit be made on the last business day of the month. Further provides that collected moneys must be kept in a secure location until deposited or submitted to a cash collection service as specified. Effective October 1, 2015.

House committee substitute makes the following changes to the 2nd edition.
Removes a subsection from proposed GS 70-21 requiring the Department of Cultural Resources (the Department), with the cooperation of respective state agencies, to (1) map, mark, and delineate all cemeteries on state lands; and (2) ensure, to the extent possible, that cemetery boundaries on state lands are clearly laid out and take proper steps to preserve them from encroachment.
Removes a requirement that family members or other interested persons obtain approval from the Department prior to performing maintenance on the cemetery.

House committee substitute makes the following changes to the 2nd edition.
Adds language providing that students enrolled in the Occupational Course of Study to receive their high school diplomas are not required to participate in the preparation program or the mandatory remedial courses as provided for in this act, unless a parent specifically requests such participation.
Deletes a requirement that the program include revisions to direct instruction remediation modules. Requires high schools to use only curriculum approved by the State Board of Community Colleges, in consultation with the State Board of Education.
Amends requirements concerning the delivery of remedial instruction, now requiring high school faculty teaching the remedial course to complete specified training requirements as determined by the State Board of Community Colleges, in consultation with the State Board of Education. Also, directs the NC Community College System to provide oversight of the remedial courses. Deletes language from the previous edition that detailed specific oversight and training responsibilities of community college faculty concerning the high school remediation courses.
Makes technical changes.

Makes certain changes, effective January 1, 2016, to the Gaston County Board of Commissioners and Gaston County Board of Education to reflect the division of Gastonia Township into North Gastonia and South Gastonia. Amends SL 1975-375, Section 3, to include both townships in the composition of the board of commissioners and amends SL 1977-633, Section 2, to include both townships in the board of education.
Changes the long and short titles and provides that the rest of the act will be effective when it becomes law.
