Senate committee substitute makes the following changes to the 3rd edition. Deletes all contents of the previous edition and replaces it with the following.
Includes whereas clauses.
Enacts new GS 145-50 making the the Woolly Worm Festival, held in October in Banner Elk, the official state Woolly Worm Festival of the State.
Makes conforming changes to the act's titles.

House amendment #1 further amends GS 122C-236.1(a), which authorizes the Secretary of Health and Human Services to waive the requirements of the currently specified statutes when the Secretary has received a request from an LME to substitute a listed or previously proposed professional for a physician or eligible psychologist to conduct the initial examinations for the involuntary commitment of individuals with a mental illness or substance use disorder. Adds a new subdivision to require that the professionals referenced in subsection (a) that are performing the examination are prohibited from being related by blood or marriage to the individuals meeting the criteria for examination.

Amends GS 122C-236.1 to further authorize the Secretary of Health and Human Services to waive the requirements of the statutes currently listed in subsection (a) when the Secretary has received a request from an LME to substitute for a physician or eligible psychologist, a licensed marriage and family therapist, in addition to the currently listed and currently proposed professionals. Makes technical and conforming changes.

Amends GS 55B-14(c)(4) to add licensed clinical addiction specialists to the list of professionals who may form a professional corporation to render psychotherapeutic and related services.
Amends GS 122C-263.1(a) to include licensed professional counselors in the list of professionals for which a local management entity (as defined in GS 122C-3) may request to substitute for a physician or eligible psychologist when conducting the first level exams of individuals with a mental illness or substance use disorder.
Effective October 1, 2017.
