Senate amendment #1 adds the following to the 2nd edition.

Enacts GS 90-187.16 to authorize licensed veterinarians to practice veterinary medicine, including surgery and invasive procedures, at an animal shelter registered with the Department of Agriculture and Consumer Services (DACS) so long as the practice is consistent with relevant DACS rules. Makes conforming organizational changes to the act.
