House amendment #39 amends the 6th edition, as amended, by adding new Section 157A as follows. Creates within the Department of Commerce (Department) the NC Ready Sites Fund (Fund). Requires that of the funds appropriated in this act to the Fund, the Department must use $5 million in 2017-18 for the assistance program described in this section, as governed by agreements entered into by the Department of Commerce. Requires that moneys in the NC Ready Sites Program assist local government units to fund improvement of public infrastructure that serves publicly owned or publicly controlled industrial sites that have the potential to attract employers that can create jobs and have a significant positive effect on the local, regional, and state economies. 

Requires the Department to develop guidelines related to the administration of this program, and requires at least 20 days before the effective date of any guidelines or nontechnical amendments to the guidelines, that the proposed guidelines be published on the Department's Web site, with notice given to persons who have requested it. Sets out provisions governing comments on the proposed guidelines. Specifies minimum items that must be included in the guidelines. 

Specifies that of the funds transferred from the Utility Account to the Rural Economic Development Division for Rural Grants for 2017-18, $1,490,000 must be transferred to the NC Ready Sites Fund. Requires that the nonrecurring appropriation for Rural Grants for 2017-18 be reduced by $3,510,000 and the revised net appropriation for the NC Ready Sites Fund be increased by $3,510,000 for 2017-18.
