House committee substitute to the 2nd edition makes the following changes.

Appropriates $10,000 in nonrecurring funds from the General Fund to the Joint Select Committee on Biomanufacturing for the 2019-20 fiscal year to conduct the mandated biomanufacturing study.

Eliminates the provisions regarding the Environmental Management Commission and local air permitting programs' implementation of the Nonpoint Source Allocation Purchase Rule. Makes conforming changes to the act's titles.
