TO PROVIDE THAT, WHEN THE NORTH CAROLINA UTILITY COMMISSION ASSIGNS TRIPLE CREDIT TO ANY ELECTRIC POWER OR RENEWABLE ENERGY CERTIFICATES GENERATED FROM RENEWABLE ENERGY RESOURCES AT A BIOMASS RENEWABLE ENERGY FACILITY LOCATED IN A CLEANFIELDS RENEWABLE ENERGY DEMONSTRATION PARK, THE ADDITIONAL CREDITS ARE ELIGIBLE TO MEET THE REQUIREMENTS FOR PUBLIC UTILITIES, ELECTRIC MEMBERSHIP CORPORATIONS, AND MUNICIPALITIES UNDER THE RENEWABLE ENERGY AND ENERGY EFFICIENCY PORTFOLIO STANDARDS (REPS) RATHER THAN REQUIRING THAT THESE ADDITIONAL CREDITS MUST FIRST BE USED TO MEET ALL THE REPS REQUIREMENTS THROUGH THE USE OF POULTRY WASTE RESOURCES.Intro. by Jackson.

Senate committee substitute makes the following changes to 1st edition. Rewrites Section 4 of SL 2010-195 to restore language deleted in the previous edition, and provide that the additional credits assigned to the first 10 megawatts of biomass renewable energy facility generation capacity are eligible for and must be used to meet the requirements of GS 62-133.8(f). States that after the requirements of GS 62-133.8(f) are met, then the additional credits assigned to the first 10 megawatts of biomass renewable energy facility generation capacity will be used to comply with GS 62-133.8(b) and (c).
