AN ACT TO EXEMPT RECORDS CONTAINING REVENUE SHARING INFORMATION FROM PUBLIC RECORDS REQUIREMENTS; TO ALLOW CONSTITUENT INSTITUTIONS TO CLASSIFY ALL GRADUATE STUDENT-ATHLETES RECEIVING FULL SCHOLARSHIPS AS NORTH CAROLINA RESIDENTS FOR TUITION PURPOSES; TO EXPAND PERMITTED SALE OF ALCOHOLIC BEVERAGES IN CONNECTION WITH UNIVERSITY SPONSORED SPORTS EVENTS; AND TO REMOVE CERTAIN LIMITATIONS ON RAFFLES CONDUCTED BY CONSTITUENT INSTITUTIONS AND ASSOCIATED NONPROFIT ORGANIZATIONS.

Bill summary

House committee substitute to the 2nd edition replaces the prior edition in its entirety with the following. Makes conforming changes to act’s long and short titles.

Part I.

Adds records held by a UNC constituent institution with information pertaining to (1) overall revenue sharing budget (defined), (2) allocation of its revenue sharing budget by team or program, and (3) allocations of its revenue sharing budget to individual student-athletes to the list of confidential records exempt from disclosure under GS 132-1.2 (confidential information under State public records law).

Part II.

Expands the recipients of full scholarships available under GS 116-143.3 to graduate students at UNC constituent institutions.

Part III.

Expands where alcohol may be sold at college sports events under GS 18B-1006(10) to include areas that are within a designated satellite area on the campus or property of the public college or university during the period of time beginning six hours before a sports event sponsored by the  public college or university in the stadium, athletic facility, or arena and ending three hours after the conclusion of the sports event. Makes clarifying and conforming changes.

Part IV.

Exempts raffles conducted by UNC constituent institutions and nonprofits affiliated with a constituent institution from the limits on raffles in GS 14-309.15.

Part V.

Applies beginning with the 2026-27 academic year.
