Amends Section 5 of SL 2011-412 to also allow additional connections to a bond-funded waterline within a WS-I area or the critical area of any area designated WS-II, WS-III or WS-IV, in order to provide water to a structure located on a lot zoned for residential or mixed-use development (was, to a habitable structure located on a lot zoned for a single-family residence). Maintains the requirement that the design capacity and size of the existing waterline can accommodate the additional connections. Makes additional conforming and technical changes.
