Correction: Among the changes made by the Senate committee substitute to the 3rd edition, the act directs the North Carolina Utilities Commission to take reasonable steps to achieve a 70% reduction in emissions of carbon dioxide emitted in the state from electric generating facilities owned or operated by electric public utilities from 2005 levels (not 2015 levels as previously stated) by 2030, and to achieve carbon neutrality by 2050.

House amendment to the 4th edition makes the following changes.
Deletes the proposed exemption from the rulemaking provisions of Article 2A of the Administrative Procedure Act, as set out in GS 150B-1, for the ABC Commission with respect to setting prices of alcoholic beverages sold in local ABC stores under Article 8, GS Chapter 18B.
House amendment to the 2nd edition changes the effective date of the act from July 1, 2023, to July 1, 2022.
