H 64 (2021-2022) GOVERNMENT TRANSPARENCY ACT OF 2021. (NEW) Filed Feb 9 2021, AN ACT TO STRENGTHEN CONFIDENCE IN GOVERNMENT BY INCREASING ACCESSIBILITY TO CERTAIN PUBLIC PERSONNEL PERFORMANCE AND DISMISSAL RECORDS.

Amends GS 143B-438.10, increasing the membership of the NCWorks Commission from 33 to 37 members. Adds the following State officials or their designees: the State official with primary responsibility for Adult Education and Family Literacy (Title II of the Workforce Innovation and Opportunity 20 Act, P.L. 113-128, as amended); and the State official with primary responsibility for Vocational Rehabilitation or Services for the Blind (Title IV of the Workforce Innovation and Opportunity Act, P.L. 113-128, as amended). Additionally, increases the Governor-appointed members representing business and industry in the State from 17 to 19, with two of the appointees' initial term ending October 31, 2021.

S 73 (2021-2022) ELIM. SUNSET OF STREAMLINED PROP. CLAIMS. Filed Feb 9 2021, AN ACT ELIMINATING THE SUNSET PROVISION FOR STREAMLINED PROPERTY CLAIMS.

Section 2.6 of SL 2020-80 temporarily amends GS 116B-67 until March 15, 2021, to change claim and verification procedures for the Office of State Treasurer by allowing claims of less than $250 to be paid from the Escheat Fund with a statutory presumption that the claimant has indemnified the State. Eliminates the March 15, 2021, sunset provision set out in Section 2.6 of SL 2020-80, thereby making the changes permanent.

S 74 (2021-2022) TOWN OF CHAPEL HILL CHARTER/INVESTMENTS. Filed Feb 9 2021, AN ACT AMENDING THE CHARTER OF THE TOWN OF CHAPEL HILL TO AUTHORIZE THE TOWN TO INVEST EMPLOYEE BENEFIT FUNDS HELD IN TRUST IN ONE OR MORE OF THE TYPES OF SECURITIES OR OTHER INVESTMENTS AUTHORIZED BY STATE LAW FOR THE STATE TREASURER.

Amends SL 1975-473 Chapter IV, of the Charter of the Town of Chapel Hill, as title indicates. Adds new Article 5, Section 4.30, allowing the Town of Chapel Hill to invest or reinvest any of the employee benefit funds held in trust, risk reserve funds, and capital reserves into one or more of the types of securities or other investments authorized by State law for the State Treasurer.
