Senate committee substitute makes the following changes to 1st edition.
Deletes all provisions of previous edition and replaces with AN ACT TO APPOINT PERSONS TO VARIOUS PUBLIC OFFICES UPON THE RECOMMENDATION OF THE PRESIDENT PRO TEMPORE OF THE SENATE AND TO MAKE MODIFICATIONS TO APPOINTMENTS MADE IN THE 2011 APPOINTMENTS BILL. Makes 11 new appointments to various boards and committees, upon the recommendation of the President Pro Tempore. Amends SL 2011-176 (2011 Appointments Bill) to modify certain appointees and appointment term dates. Repeals two specified appointments.

Provides that the Senate and House of Representatives adjourn on Wednesday, July 27, 2011 and will reconvene on Thursday July 28, 2011 at 9:00 a.m. Limits the matters that may be considered when the regular session reconvenes to the bills dealing with the following matters: (1) U.S. Congress and General Assembly redistricting, (2) appointments to public office, (3) amendments to the state Constitution and related statutory and transitional changes, and (4) election laws. Also allows for overrides of bills vetoed by the Governor and consideration of the adoption of conference reports of bills which were in conference as of Saturday, June 18, 2011 for which conferees had been appointed by both houses as of that date. Permits consideration of joint resolutions dealing with the following: (1) the confirmation process of the Governor’s appointments to the State Board of Education, and (2) the further adjoining of the 2011 Regular Session to a date certain. Also provides for consideration of a bill adjusting a budgetary provision to allow the Department of Health and Human Services to make inflationary adjustments relating to pharmaceuticals in the Medicaid program.

AN ACT TO REFORM THE EMPLOYMENT SECURITY LAWS OF NORTH CAROLINA BY CREATING THE DIVISION OF EMPLOYMENT SECURITY WITHIN THE DEPARTMENT OF COMMERCE, TRANSFERRING THE FUNCTIONS OF THE EMPLOYMENT SECURITY COMMISSION TO THAT DIVISION, MAKING THE DIVISION SUBJECT TO RULE MAKING UNDER ARTICLE 2A OF CHAPTER 150B OF THE GENERAL STATUTES, AND BY MAKING OTHER MODIFICATIONS AND CONFORMING CHANGES TO ALIGN THE EMPLOYMENT SECURITY FUNCTIONS OF STATE GOVERNMENT UNDER THE DIRECT LEADERSHIP OF THE SECRETARY OF COMMERCE.
