    Senate committee substitute makes the following changes to 1st edition. Replaces provision of previous edition with a provision directing that the funds appropriated for the school breakfast program be used to provide school breakfasts at no cost to qualifying students. Provides that in the event appropriated funds are insufficient to provide school breakfasts at no cost to students qualifying for reduced-price meals, local child nutrition programs must charge the students qualifying for reduced-price meals the allowable amount for a reduced-price breakfast under the guidelines of the National School Breakfast Program. Provides reporting requirements for the State Board of Education. Specifies auditing and reporting requirements for the State Auditor.
